At this point questions were raised regarding the zoning and General Plan <br />designation on the parcel of property on the northeast corner of Fairlands and <br />Las Positas. With regard to that same parcel of property questions were raised <br />regarding proposed pathway from the Subdivision to the School as well as the <br />general maintenance of the lot itself. Staff was asked to investigate this <br />situation and provide a brief report to the City Council. <br /> <br />Parks and Recreation <br /> Councilmember Mercer reviewed the organization of the staff functions of <br />the Department of Human Resources and how it relates to the Park and Recreation <br />Comaission and the Human Services Commission. He also reviewed the tax rate and <br />budget considerations for the benefit of the audience. <br /> <br /> Councilmember Mercer commended the residents in the area regarding the con- <br />struction of the Loma Alta Park that was recently completed. He went on to in- <br />dicate that the vandalism and maintenance problems in the general area have been <br />significant and since the repairs are ultimately paid for by the residents he <br />stated t'hat the residents should be aware of these problems and report offenders <br />to the Police Department. <br /> <br /> Councilmember Mercer reviewed the recent action taken by the staff relating <br />to the closing doom of the Aquatic Center. Several people in the audience in- <br />dica~ed that they felt that the Aquatic Center should be reopened and a Petition <br />was presented indicating that in addition to athletic swimming the pool was used <br />for theraputic benefit for handicapped individuals. Staff was instructed to pre- <br />pare a report for the City Council to review at their February 8, 1977, meeting <br />relating to the usage, cost, and ways to cooperate with the School District if <br />the pool were to be reopened again. <br /> <br /> Some questions were raised regarding the lack of maintenance and lack.of <br />lighting in the Amador Park. Staff responded that in the final analysis this <br />becomes a matter of priority and has to be dealt with at budget time. <br /> <br />Planned Commercia~ Development <br /> ~. Marris, Director of Planning, reviewed the plans for commercial develop- <br />ment in =he area. He pointed out that no plans have been submitted for the 50 <br />acre parcel owned by Rousseau, south of 1-580 and bounded by Santa Rita and <br />TassaJara Roads. C-S property along oldSanta Rita Road is now developing with <br />some building. currently being constructed. He also indicated that the neighbor- <br />hood ~c..~n~ercial property on the southeast corner of Las Positas and Santa Rita <br />Road ~id not have plans for development at the present time. He reviewed the <br />currear freeway zoning that is located east of Tassajara, south of 1-580, and <br />west of Pemlico, and indicated that at the present time plans had lapsed for the <br />develcpment of this property. <br /> <br /> Finally, ~. Harris reviewed the proposed hospital development and the <br />plans for offices around the site. He indicated that at the present time no <br />plans have been submitted for this development and that there was no sewer <br />capacity to service any proposed plans. <br /> <br /> 2.. 2/7/77 <br /> <br /> <br />
