MINUTES of THE MEETING of THE CITY COUNCIL February 7, 1977 CALL TO ORDER ~.t~yor Robert Philcox called the Adjourned Regular Meeting of the City Council to order at 7:30 P.M., at Fairlands School, and then led the Pledge of Allegiance to the flag. ROLL CALL The roll call is recorded as follows: Councilmembers Brandes, LeClaire, Me=cer, and ~,'~yor Philcox were present. Councilmember Herlihy was absent. Mr. Edgar, City M~rmger, Mr. Campbell, Assistant Cit~ Manager/Director of Public Works, Mr. Levine, Deputy City Attorney, ~. Harris, Director of Planning, Sooby, Director of Engineering Services, ~r. McCloud, Director of Public Safety, Mr. Eaton, Director of Field Services, and Mr. Caporusso, Director of Human Resources, were present. WELCOME AND INTRODUCTIONS .~yor Philcox began the meeting by welcoming everyone to the Neighborhood Meeting at Fairlands School. Mayor Philcox stated that the purpose of the meet- ing was to briefly describe some of the items that were of concern to the resi- dents and to answer questions that they may have. DETAILED DISCUSSION Streets Councilmember Brandes reviewed the street pattern in the area and the circu- lation problems that exist relating to access on Santa Rita Road, the lack of a traffi~ signal, and the need for flexibility in traffic circulation plans around ~ew development that m~y occur in the commercial area outside the subdivision it- self. Councilmember Brandes indicated that other street problems in the City Cit ' were of concern to the residents and he summarized the y s position on the' Las Pcs itas overcrossing. Az tb. is poin~ several questions were raised by members of the audience re- gardizg speed along Tassajara Road and the need for a stop light at the triter- section of Las Positas Boulevard and Santa Rite Road. Mayor Philcox instructed staff ~e prepare a report regarding speed limits and signing along Tassajara and Santa P. ita Roads for review by the City Council at an early date. Planna~ Residential Development C~.un~ilmember LeClaire reviewed the status of residential developmen~ in the area an~ indicated that approximately sixty single family homes and thirty town- houses ware to be developed immediately but that additional development such as develops~ant around the proposed hospital and the remaining portion of the General Plan de~.'clopment in the area were some years away.
