MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> February 7, 1977 <br /> <br />CALL TO ORDER <br /> ~.t~yor Robert Philcox called the Adjourned Regular Meeting of the City Council <br />to order at 7:30 P.M., at Fairlands School, and then led the Pledge of Allegiance <br />to the flag. <br /> <br />ROLL CALL <br /> The roll call is recorded as follows: Councilmembers Brandes, LeClaire, <br />Me=cer, and ~,'~yor Philcox were present. Councilmember Herlihy was absent. Mr. <br />Edgar, City M~rmger, Mr. Campbell, Assistant Cit~ Manager/Director of Public <br />Works, Mr. Levine, Deputy City Attorney, ~. Harris, Director of Planning, <br />Sooby, Director of Engineering Services, ~r. McCloud, Director of Public Safety, <br />Mr. Eaton, Director of Field Services, and Mr. Caporusso, Director of Human <br />Resources, were present. <br /> <br />AGE~IDA AMEN~DMENTS <br /> There were no agenda amendments presented at this meeting.. <br /> <br />WELCOME AND INTRODUCTIONS <br /> .~yor Philcox began the meeting by welcoming everyone to the Neighborhood <br />Meeting at Fairlands School. Mayor Philcox stated that the purpose of the meet- <br />ing was to briefly describe some of the items that were of concern to the resi- <br />dents and to answer questions that they may have. <br /> <br />DETAILED DISCUSSION <br />Streets <br /> Councilmember Brandes reviewed the street pattern in the area and the circu- <br />lation problems that exist relating to access on Santa Rita Road, the lack of a <br />traffi~ signal, and the need for flexibility in traffic circulation plans around <br />~ew development that m~y occur in the commercial area outside the subdivision it- <br />self. Councilmember Brandes indicated that other street problems in the City <br /> Cit ' <br />were of concern to the residents and he summarized the y s position on the' <br />Las Pcs itas overcrossing. <br /> <br /> Az tb. is poin~ several questions were raised by members of the audience re- <br />gardizg speed along Tassajara Road and the need for a stop light at the triter- <br />section of Las Positas Boulevard and Santa Rite Road. Mayor Philcox instructed <br />staff ~e prepare a report regarding speed limits and signing along Tassajara and <br />Santa P. ita Roads for review by the City Council at an early date. <br /> <br />Planna~ Residential Development <br /> C~.un~ilmember LeClaire reviewed the status of residential developmen~ in the <br />area an~ indicated that approximately sixty single family homes and thirty town- <br />houses ware to be developed immediately but that additional development such as <br />develops~ant around the proposed hospital and the remaining portion of the General <br />Plan de~.'clopment in the area were some years away. <br /> <br /> <br />
