After discussion, it was moved by Councilmember Mercer, and seconded by <br />Councilmember Brandes, that Ordinance No. 841, to be read by title only and <br />waiving further reading thereof, amending in its entirety Chapter 10, Title II <br />(Zoning and Development) of the Ordinance Code of the City of Pleasanton relat- <br />ing to the preservation of trees on private property, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br />that Resolution No. 77-340, amending the Fees and Charges Resolution to delete <br />the appeal fee for removal of heritage trees by single family resident owners, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox <br />NOES: Councilmember LeClaire <br />ABSENT: None <br /> <br /> Councilmember LeClaire stated she felt it was discriminatory to allow one <br />particular group to not pay an appeal fee. <br /> <br />~omination for Alameda County Housin~ Authority Co~aissioner <br /> Mr. Brown presented his report dated December 5, 1977, regarding this matter. <br /> <br /> Mayor Philcox stated that Mrs. Christine Pearson had indicated a desire to be <br />considered for this nomination. <br /> <br /> Mr. Scheidig advised that the Housing Authority Attorney Bill Struthers would <br />have to be contacted to see if there would be any incompatibility of office by <br />Ms. Pearson since she is now a member of the Pleasanton Housing Authority Board. <br />Council instructed Mr. Scheidig to clarify this matter with Mr. Struthers. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember Brandes, <br />that Resolution No. 77-341, appointing Ms. Christine Pearson to serve as Pleasan- <br />ton's representative on the Alameda County Housing Authority Commission, subject <br />to clarification regarding incompatibility of office, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />Review of Bids; Award of Contract for the Improvement of ~R.ring Street, ProjeFt <br />77-10 <br /> Yz. Campbell presented the report of the Director of Engineering Services <br />dated December 5, 1977, regarding this matter. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, <br />that Resolution No. 77-342, awarding the bids for the improvement of Spring Street <br />to John J.
