193 <br /> <br />REPORTS OF THE CITY MANAGER (Contd.) <br />Initiation of re.z..onin8 of approximately 60 acre parcel of land located between <br />Crellin Road and the City Limit line at the end of Arbor Drive from R-1-6500 <br />and R-1-20~000 to HPD (Hillside Planned Development) <br /> Mr. Harris presented his report dated December 7, 1977, regarding this matter. <br /> <br /> Mr. Mark Bewsher, 1094 Vintner Way, stated he supported the rezoning initia- <br />tion. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember Mercer, <br />that Resolution No. 77-339, initiating rezoning of an approximate 60 acre parcel <br />of land located between Crellin Road and the City Limit line at the end of Arbor <br />Drive from R-1-6500 and R-I-20,000 to HPD (Hillside Planned Development) be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />SPECIAL REPORTS <br />Consideration of the Environmental ManaSement Task Force Report <br /> Mr. Brown presented his report dated December 8, 1977, regarding this matter. <br />He also presented a communication from the Southern Alameda County Board of <br />Realtors dated November 22, 1977, expressing concern regarding the social and <br />economic consequences of the draft Environmental Management Plan, especially the <br />draft of the Air Quality Element. <br /> <br /> Mr. Eugene Leone, ABAG staff member, presented a progress report on the draft <br />Environmental Management Task Force Report, and briefly reviewed the elements of <br />air, water and solid waste. He stated a revised report would be presented at an <br />ABAG hearing on December 14, 1977, and urged Councilmembers to keep up-to-date <br />on the amended Plan. He added the final plan would be adopted in February, and <br />that cities would be voting on the plan in April. <br /> <br /> Mayor Philcox thanked Dr. Leone for his presentation. <br /> <br />REPORTS OF THE CITY MANAGER (Contd.) <br />Revised Herita~.e Tree Ordinance <br /> Mr. Campbell presented the report of the Director of Engineering Services <br />dated December 7, 1977, regarding this matter. <br /> <br /> Mr. Scheidig explained the technical revisions of the draft ordinance. <br /> <br /> Councilmember suggested several language changes be made to the ordinance. <br /> <br /> Councilmember Brandes also requested changes to the ordinance, allowing a <br />single family dwelling o~mer to cut any tree on his property as he sees fit. <br />Staff indicated that this would be inconsistent with action to save trees on <br />PUD development plans, like Creeks Bend, It was agreed not to include the <br />amendment. <br /> <br /> Councilmember Mercer suggested the appeal fee for a single family resident <br />be waived when appealing for removal of a tree. <br /> <br /> 8. 12/13/77 <br /> <br /> <br />
