Mr. Darrel Maxson, 785 Rose Avenue, and member of the Human Services Commis- <br /> sion, stated he felt the allocation of funds for the storm drain project on <br /> Bernal Avenue should be lowered and that amount of money be appropriated to the <br /> Garnet Austin Workshop. <br /> <br /> There being no further public testimony, Mayor Philcox declared the public <br /> hearing closed. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Mayor Philcox, that <br /> application for Fourth Year Housing and Community Development Act funds be <br /> approved as presented on Exhibit B of the report of the Director of Planning <br /> and Community Development dated December 7, 1977. <br /> <br /> Councilmember Herlihy requested that the motion be amended to state that <br />the funding for ECHO be eliminated and that the Parcourse for elderly be in- <br />cluded. <br /> <br /> Councilmember LeClaire reiterated her concern that the Garnet Austin Work- <br /> shop be allocated some funds. <br /> <br /> After discussion, Councilmember Brandes withdrew his motion, Mayor Philcox <br />withdrew his second, and Councilmember Herlihy withdrew his amendment. <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and seconded <br />by Councilmember Herlihy, that Resolution No. 77-336, approving Fourth Year Hous- <br />ing and Community Development Act funds as follows: (1) Storm drain outfall line, <br />Bernal Avenue Extension to St. Mary Street-S100,000; (2) Renovation of Veteran's <br />Memorial Building for Senior Citizens Center-S40,273; (3) Ramps for handicapped <br />in public buildings and wheel chair curb cuts adjacent to public buildings-S5,000; <br />(4) Emergency alarm system for Kottinger Place public housing project-S10,000; <br />(5) Funding for ECHO (Eden Council for Hope and Opportunity)-$1,850; and (6) <br />Administration (Alameda County charge for administering program)-$2,456; be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, and Mayor Philcox <br />NOES: Councilmembers LeClaire and Mercer <br />ABSENT: None <br /> <br /> Mayor Philcox stated the Garnet Austin Workshop should apply for Fifth Year <br />Housing and Community Development Act funds with specific information regarding <br />their center. <br /> <br />~t~TT5!S CONTINYED FOR DECISION <br /> rnere were no matters continued for decision scheduled for this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />Application for Holding Tank Approval for St. Clare's Episcopal Church~ Hopyard <br />Road at Valley Trails Drive <br /> Mr. Campbell presented the report of the Director of Engineering Services <br />dated December 7, 1977, regarding this matter. <br /> <br /> 6. 12/13/77 <br /> <br /> <br />
