It was moved by Councilmember Herlihy, and seconded by Councilmember Brandes, <br />that Resolution No. 77-335, determining, on the basis of a review of initial en- <br />vironmental study done for this project, that no significant environmental impact <br />would occur as outlined in the City's guideIines and that a Negative Declaration <br />is appropriate for a project to develop 39 duplex structures on a 10-acre site <br />located between Hopyard Road and Valley Avenue, with mitigation conditions, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> After discussion, it was moved by Councilmember Herlihy, and seconded by <br />Councilmember LeC!aire, to refer the matter of security of Heatherlark Park to <br />the Park and Recreation Commission for their review and recommendation regard- <br />ing this matter. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Herlihy, <br />that Ordinance No. 840, to be read by title only and waiving further reading thereof, <br />rezoning a 10-acre site located between Hopyard Road and Valley Avenue behind the <br />Alpha Beta Shopping Center and including both sides of the future Northway Road from <br />the ~M-1500 and RM-2500 (High Density Multiple Residential) Districts to the PUD <br />(Planned Unit Development High Density Residential) District, and approving the <br />development plan for the site which would contain 39 (one and two story) duplex <br />structures, subject to modified conditions as presented by the Director of Plan- <br />ning and Community Development; and subject to appraisal of Heatherlark Park by <br />developer or negotiations with staff; and amending the Zoning Map of the City of <br />Pleasanton accordingly, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Philcox recessed the meeting at 9:45 P.M. <br /> ~yor Philcox reconvened the meeting at 9:55 P.M. <br /> <br />Application fo.r FoUnth Year Housing and Community Development Act Funds <br /> Mr. Harris presented his report dated December 7, 1977, regarding this matter. <br /> <br /> ~yor Philcox declared the public hearing open. <br /> <br /> Mr. Richard Howell, 2503 Santa Rita Road #34, representing Garnet Austin <br />Workshop, requested that Housing and Community Development Act money be appro- <br />priated towards purchase of a new rehabilitation center to serve the Valley. He <br />stated there were no formal plans or specific location for such a facility. <br />Council asked various questions regarding the program and facility needed for <br />such a workshop.
