Mr. Brown stated it was in order to nominate someone to serve on the Alameda <br />County Housing Authority Commission. After discussion, Council instructed the <br />City Manager to Dlace this matter on the next agenda for consideration of the <br />appointment. <br /> <br /> Mr. Brown advised Council of a change order in the Valley Avenue-Santa Rita <br />Road traffic signal project, stating that left turn stacking lanes will be in- <br />stalled on the East and West side of Valley Avenue at a cost of $12,000.00. <br />Discussion ensued regarding the traffic problems in this area due to improve- <br />ments to Santa Rita Road, and median construction. <br /> <br /> Mr. Brown presented the report of the ACTEB/ACAP Technical Assistant dated <br />November 16, 1977, regarding progress of the Human Service Needs Survey. <br /> <br /> Mr. Brown reported that Fred Cullum had been hired aS Chief Building In- <br />spector to begin work on December 12, 1977; and Joseph Hill had been hired as <br />Fire Chief to begin work on December 19, 1977. <br /> <br /> Mr. Harris presented his report dated November 29, 1977, regarding Resi- <br />dential Allocation Program, to be considered at the meeting of November 30, 1977. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Coasideration of .Bin~o Ordinance <br /> M~. S~h~i~ig presented the report of the Deputy City Attorney dated November <br />16, 1977, regarding this matter. <br /> <br /> Councilmember LeClaire requested several changes be made to the draft ordi- <br />nance. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember Mercer, <br />that Ordinance No. 839, to be read by title only and waiving further reading <br />thereof, adding Article 18 relating to Bingo Games for charity, to Chapter 2 <br />(Special Permits), Title IV (Health, Safety, Moral and General Welfare), of the <br />Ordinance Code of the City of Pleasanton, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember Brandes, <br />that Resolution No. 77-322, amending the resolution establishing fees and charges <br />for various municipal services to include the category "Bingo Permit Fee" and <br />setting that fee at Twenty-Five Dollars ($25.00), be adopted. <br />Ti~e roll call vote was as follows: <br />AYES: Co~ncilmembers Brandes, Herlihy, LeClaire, and ~yor Philcox <br />NOES: Councilmember Mercer <br />ABSENT: None <br /> <br />CO>IMUNICATIONS <br /> There were no communications presented at this meeting. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br />Sewer Committee: Agreement with VCSD <br /> Mayor Philcox presented a progress report on this matter stating that VCSD <br />would consider the latest draft agreement at their meeting of December 6, 1977, <br />and recommended that no action be taken by Council until after that time.
