I01 <br /> <br /> Council instructed staff to obtain additional information regarding the <br />Detention Center, for review before any decision is made on this matter. <br /> <br />Civic Center Expansion ProSram <br /> Mr. Walker presented his report dated October 14, 1977, regarding this matter, <br />and stated that Council action would be required on the Negative Declaration, <br />selection of plan, approval of contract with architect, and if Plan #1 is <br />selected a determination relative to the City Attorney's office on the second <br />floor and its accessibility to handicapped persons. <br /> <br />Negative Declaration <br /> Mr. Scheidig presented the Negative Declaration and reviewed the difference <br />between a Negative Declaration and an Environmental Impact Report and the <br />criteria for determining if significant environmental consequences would re- <br />sult from this project. <br /> <br /> Mayor Philcox opened the meeting for any comments from the public regarding <br />the Negative Declaration on the Civic Center Expansion Project. No one in the <br />audience addressed the issue. <br /> <br /> Councilmember Mercer stated he was opposed to spending money to expand City <br />Hall, therefore, he would be voting in opposition to all motions relative to <br />this item. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember LeClaire, <br />that Resolution No. 77-291, on the basis of a review of initial environmental <br />study done for this project, finding no significant adverse environmental impact <br /> Cit ' <br />would occur as outlined in the y s guidelines, determine that a Negative De- <br />claration is appropriate for expansion to the Civic Center at 200 Bernal Avenue, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, and Mayor Philcox <br />NOES: Councilmember Mercer <br />ABSENT: None <br /> <br />Selection of Plan <br /> Mr. Walker presented Plan #1 with attached Council Chambers and City Attorney's <br />office on second floor above Chamber and an addition on the rear of the present <br />City Hall office. Mr. Walker presented Plan #2, with detached Council Chambers on <br />west side of parking lot and addition on the rear of the present City Hall office. <br /> <br /> Mr. Scheidig presented the Government Code relative to public buildings being <br />accessible to handicapped persons, and stated that the Council would have to <br />determine if the location of the City Attorney offices on the second floor would <br />be'~easonably available'to the handicapped or constituted an alternative sub- <br />stantially equivalent to providing access to public facilities by the handi- <br />capped. Mr. Scheidig advised that personnel of the City Attorney's office would <br />come downstai~s, and bring any necessary files, to meet with handicapped persons <br />unable to reach the City Attorney's offices. After deliberation, the City <br />Council determined that the location of the City Attorney's offices on the <br />second floor of Plan #1 would be reasonably available to handicapped persons <br />provided the City Attorney's staff met with handicapped persons on an as-need <br />basis. <br /> <br /> 7. 10/25/77 <br /> <br /> <br />
