Mr. Davis presented a letter dated October 20, 1977, from Mr. Dillingham <br />of the Pacific Association of the A.A.U., regarding the waiving of water fees <br />and the importance of swimming for youth. Mr. Davis indicated that the Swim <br />Club's financial straits are anticipated to be resolved in the future and the <br />request for assistance was only for this winter. <br /> <br /> Mr. Mike LeBreck, 1296 Harvest Road, Swim Team Parent, emphasized the <br />importance of the Swim Club to Pleasanton residents, and requested City assist- <br />ance for the winter water use costs. <br /> <br /> A question and answer discussion followed between Council and Mr. Davis <br />regarding the Swim Club activities, expenses, and other related matters. <br /> <br /> Councilmember Brandes stated he was in favor of assisting the Pleasanton <br />Swim Club if the figure of $280.00 per week is considered for the winter water <br />use fee. <br /> <br /> Councilmember LeClaire stated that while she appreciated the devotion of <br />the swimmers and their families, she could not justify the use of energy re- <br />sources for this 17 week winter period in light of national energy conservation <br />measures. <br /> <br /> Councilmember Herlihy stated that the City has supported many sports groups <br />in the past, and he felt the Pleasanton Swim Club should be given free water <br />use for this year to assist them in their financial crisis. <br /> <br /> Councilmember Mercer stated he felt the Pleasanton Swim Club should be <br />charged the $200.00 per week water use fee, but that it could be repaid to <br />the City by services, supplies or other appropriate means. <br /> <br /> Mayor Philcox stated he felt the Pleasanton Swim Club should receive <br />assistance from the City as other sports groups had been supported, and that <br />the pool should be kept open during the winter at a reduced rate to be repaid <br />by the Club as they were able, or to accept services from them as payment. <br /> <br /> It was moved by Mayor Philcox, and seconded by Councilmember Herlihy, that <br />Resolution No. 77-285, approving winter pool use of twenty weeks at the Pleasan- <br />ton Aquatic Center by the Pleasanton Swim Club for a fee of $200.00 per week, <br />and that the Club would reimburse the City in services, goods or cash, the <br />value of which is to be determined by City staff, that the Mayor be authorized <br />to execute the Agreement and the City Attorney include such additional condi- <br />tions as are necessary to protect the City, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, Mercer, and Mayor Philcox <br />NOES: Councilmember LeClaire <br />NOES: None <br />ABSTAINED:Councilmember Brandes <br /> <br /> Councilmember Brandes stated he abstained because he felt a fee of $280.00 <br />per week for winter water use should be charged instead of $200.00 per week. <br /> <br /> Mayor Philcox recessed the meeting at 9:40 P.M. <br /> <br /> Mayor Philcox reconvened the meeting at 9:50 P.M. <br /> <br /> 4. 10/25/77 <br /> <br /> <br />
