The Council also determined that substantial evidence existed <br />in the explanations attached to the Initial Study to clearly support a deter- <br />mination that the project required an Environmental Impact Report. In addition, <br />the Council determined that serious public controversy concerning the environ- <br />mental effects of the project existed to justify an Environmental Impact Report. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br />that Resolution No. 77-254, denying the appeal of Robert J. Myers of a decision <br />of the Director of Planning that an Environmental Impact Report be prepared for <br />a 119 unit retirement facility proposed for development on a 12.74 acre site <br />located immediately south of the terminus of Las Lomitas Drive and east of the <br />Pleasanton School upper level play field, and because of the number and magnitude <br />of the possible effects identified in the Initial Study and because of the public <br />interest expressed in the manner of its development, especially the traffic <br />aspects, at the time of zoning Mr. Myers' adjacent parcel (Annexation 66), City <br />Council determines that an Environmental Impact Report be prepared, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />MATTERS CONTINUED FOR DECISION <br />Adoption of Ordinance No. 83.2~ to rezone.~pproximately 3.1 acres of land located <br />at the southwest corner of Main Street and Bernal Avenue and including all of <br />tho.~e properties lying between the .City Hall and M~in Street~ and between Bernal <br />Avenue and the Pleasanton School District Administration Buildings.from the 0 <br />(Office) District and the P (Public and Institutional) District to the C-C <br />(Central Commercial.) District~ and amending the Zoning Map of the City of <br />Pleasanton accordingly (Introduced 9-13-77 by a 4-1 vote) <br /> Mayor Philcox stated this Ordinance was introduced on September 13, 1977, by <br />a 4-1 vote, and that it was now in order to adopt the ordinance. <br /> <br /> Councilmember LeClaire expressed great concern regarding possible undesirable <br />uses that could occur in the C-C District zoning and their impact on the Civic <br />Center atmosphere, and requested the adoption of Ordinance No. 832 be deferred <br />until the meeting of October 11, 1977, and instruct staff to review and report <br />on uses in the C-C District. Mr. Harris stated the report would take consider- <br />able time to complete.
