The Council also determined that substantial evidence existed in the explanations attached to the Initial Study to clearly support a deter- mination that the project required an Environmental Impact Report. In addition, the Council determined that serious public controversy concerning the environ- mental effects of the project existed to justify an Environmental Impact Report. It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, that Resolution No. 77-254, denying the appeal of Robert J. Myers of a decision of the Director of Planning that an Environmental Impact Report be prepared for a 119 unit retirement facility proposed for development on a 12.74 acre site located immediately south of the terminus of Las Lomitas Drive and east of the Pleasanton School upper level play field, and because of the number and magnitude of the possible effects identified in the Initial Study and because of the public interest expressed in the manner of its development, especially the traffic aspects, at the time of zoning Mr. Myers' adjacent parcel (Annexation 66), City Council determines that an Environmental Impact Report be prepared, be adopted. District~ and amending the Zoning Map of the City of Pleasanton accordingly (Introduced 9-13-77 by a 4-1 vote) Mayor Philcox stated this Ordinance was introduced on September 13, 1977, by a 4-1 vote, and that it was now in order to adopt the ordinance. Councilmember LeClaire expressed great concern regarding possible undesirable uses that could occur in the C-C District zoning and their impact on the Civic Center atmosphere, and requested the adoption of Ordinance No. 832 be deferred until the meeting of October 11, 1977, and instruct staff to review and report on uses in the C-C District. Mr. Harris stated the report would take consider- able time to complete. Council indicated that they wished to proceed with the ordinance this evening.
