It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, <br />that Resolution No. 77-253, approving the application of Morrison Homes, Inc., <br />for a General Plan Amendment to change the land use designation of an approxi- <br />mately !0 acre site located between Hopyard Road and Valley Avenue immediately <br />southeast of the Alpha Beta Shopping Center from high density residential to <br />medium density residential, and to make certain changes to the text of the <br />General Plan as it pertains to residential density, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, LeClaire, Mercer, and Mayor Philcox <br />NOES: Councilmember Herlihy <br />ABSEnt: None <br /> <br /> Mayor Philcox recessed the meeting of 9:30 P.M. <br /> <br /> Mayor Philcox reconvened the meeting at 9:45 P.M <br /> - <br /> <br />PUBLIC HEARINGS (Contd.) <br />Appeal of Robert J. Myers of a decision of the Director of Plannin~ that an <br />Environmental Impact RepOrt be prepared for a 119 unit retirement facility <br />proposed for development on a 12.74 acre site located immediately south of <br />the terminus of Las Lomitas Drive and east of the Pleasanton School upper <br />level play field <br /> Mr. Harris presented his report dated September 14, 1977, regarding this <br />matter. <br /> <br /> Mr. Scheidig explained the criteria and procedures regulating the Council's <br />determination on the appeal of the decision to require an Environmental Impact <br />Report made by the Director of Planning. <br /> <br /> ~yor Philcox declared the public hearing open on this item. <br /> <br /> The following person spoke in favor of the appeal: <br /> <br /> Robert J. Angela Street <br /> <br /> There being no further public testimony, Mayor Philcox declared the public <br />hearing closed. <br /> <br /> Council reviewed the Initial Study of possible effects identified in the <br />Initial Study and their impact on the surrounding area. Councilmember Mercer <br />identified 15 areas on the Initial Study that indicated significant effects of <br />the project; the items in paragraph II (Environmental Impacts) were: la, b, c, g; <br />2a; 3b; 6a, b; 7; 8; 11; 13a, b, c; 15a; 16d, e; and 18. Councilmember Mercer <br />also determined under mandatory findings of significance (#21) that all four <br />subsections (a, b, c, d) did exist in the project.
