469 <br /> <br />REPORTS OF THE CITY MANAGER <br />Approval of VCSD/Pleasanton ASreement <br /> This item was moved to item 13a as determined under Agenda Amendments. <br /> <br />Consideration of Amendment to Contract with Zone 7 for Treated Water Supply <br /> Mr. Brown presented his report dated September 7, 1977, regarding this matter. <br /> <br /> After discussion, it was moved by Councilmember Herlihy, and seconded by <br />Councilmember Mercer, to approve the concept of determining the rates for treated <br />water from Zone 7 on an annual basis provided there is a mechanism to negotiate <br />the rate increase. <br /> <br /> After further discussion Councilmember Herlihy withdrew his motion and <br />Councilmember Mercer withdrew his second. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember Mercer, <br />that the City Manager communicate to the Manager of Zone 7 the City Council~s <br />conceptual approval of determining the rates for treated water from Zone 7 on an <br />annual basis instead of every five years, but desiring to be informed as to <br />justifications for future rate increases and be included in discussions regarding <br />any change in rate. Also City Manager to advise Manager of Zone the concern <br />regarding possibility of inequities which would result from some customers <br />adopting the one year rate system and other users the five year system. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />.Fro.posed Purchase of Property; Val Vista Park Area <br /> Mr. Brown presented his report dated September 7, 1977, regarding this matter. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember Brandes, <br />that Resolution No. 77-243, requesting the Alameda County Tax Collector to remove <br />the property (Account No. 941-1302-2-19) from the sale and that the property be <br />purchased for the minimum price of $18,500, establishing a capital improvement <br />project in the 1977-78 Budget for the purchase of property in the Val Vista Park <br />area with an appropriation of $18,500 and that the unallocated reserve be reduced <br />by a corresponding amount, and authorizing the execution of any necessary documents <br />subject to approval of the City Attorney, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />~eport, Re: Study of Possible Savin~.s from Turnin8 Off 20% of City's Street LiShts <br /> Mayor Philcox declared this item continued to September 20, 1977, due to length <br />of this meeting. <br /> <br />Report on Bike Lanes <br /> Mayor Philcox declared this item continued to.September 20, 1977, due to length <br />of this meeting. <br /> <br /> Mayor Philcox recessed the meeting at 10:00 P.M. <br /> <br /> Mayor Philcox reconvened the meeting at 10:15 P.M. <br /> <br /> 8. 9/13/77 <br /> <br /> <br />
