Councilmember Brandes requested a staff report for City Council action <br />regarding parked-cars for sale on Hopyard Road. Mr. Brown stated the property <br />owner has stated he will cooperate with the City in an attempt to eliminate <br />this problem, however, since it is private property the City cannot take action <br />on the matter without the posting of appropriate signs by the property owner. <br /> <br /> Mayor Philcox stated the Council should select voting delegates for the <br />League of Cal. ifornia Cities Conference in San Francisco on September 25-28, 1977. <br />It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, that <br />~yor Robert C. Philcox be elected Voting Delegate at the League of California <br />Cities Conference, and Councilmember Joyce M. LeClaire be elected Alternate Voting <br />Delegate. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Philcox requested Council to review the Conference resolutions and <br />make any co~nents regarding them as soon as possible. <br /> <br /> b~yor Philcox requested that Council discuss, at their meeting of September <br />20, 1977, the fact sheet of Committee for Cit'izens Rights regarding public <br />employees strike rights. <br /> <br /> ~yor Philcox asked what was being one to bring zoning into consistency with <br />the General Plan, especially since an area out on Mohr Avenue sho~a as a park was <br />developing. Mr. Scheidig stated that the General Plan doesn't regulate the County's <br />activities, such as in the Mohr Avenue area, but in the City the staff is working <br />on language to make it cl~ar that the General Plan designations are for a 20-year <br />period and properties are not expected to be zoned for those designations until <br />appropriate time for development per General Plan occurs. <br /> <br />CITY COUNCIL CALENDAR <br /> Mr. Brown presented the Council Calendar for the information of Councilmembers. <br /> <br />Approval of VCSD/Pleasanton Agreement <br /> Mr. Brown presented background information on this item, stating that VCSD <br />staff and City staff met initially to discuss negotiations, then later the Sewer <br />Committees of the two agencies had conferred in an attempt to work out a buy-in <br />agreement regarding consolidation that was acceptable to both parties. He stated <br />VCSD and Pleasanton could not reach agreement on a buy-i~ settlement and that the <br />matter had been referred to the State Water Quality Control Board for arbitration. <br />Mr. Brown emphasized the time problem of meeting deadlines in order to receive <br />State and Federal funding. <br /> <br /> Mr. Scheidig discussed .the litigation between VCSD and Volk-McLain and the <br />contents of the 1961 and 1965 Agreements between those parties. <br /> <br />EXECUTIVE SESSION <br /> Mayor Philcox recessed the meeting at 11:30 P.M., to an Executive Session <br />to discuss the legal ramifications of the VCSD/Pleasanton Buy-in Agreement. <br /> <br /> Mayor Philcox reconvened the meeting at 1:15 A.M. <br /> <br /> 11. 9/13/77 <br /> <br /> <br />
