Mayor Philcox stated the high cost for acquisition of the land at the Bernal <br /> Avenue flat site would probably prohibit location there by the County Government <br /> Center. <br /> <br /> After discussion, Council concurred that a site on Hopyard Road would be the <br /> best location for the proposed East County Government Center. <br /> <br /> Mr. John DiManto, representing Willow-West Properties, indicated that he <br /> could provide twenty acres of property at his Hopyard site for the proposed County <br /> facility at a lower than market price. Council encouraged him to advise the Board <br /> of Supervisors of this offer. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Herlihy, <br /> that Council support the Hopyard Road location as the best site for the East <br /> County Government Center, and instructed staff to prepare a report for presenta- <br /> tion at the Board of Supervisors meeting on August 30, 1977, outlining the <br /> benefits of the Hopyard Road site, and the reasons for opposition to the Sunol <br />~-~ Boulevard Mission Hill and flat area sites. <br />· -~ The roll call vote was as follows: <br />C AYES: Councilmembers Herlihy, LeClaire, Mercer, and Mayor Philcox <br />~ NOES: None <br />D~ ABSENT: Councilmember Brandes <br /> <br /> Councilmember LeClaire stated she would represent .~he City at the Board of <br /> Supervisors meeting on August 30, 1977, regarding this matter. <br /> <br /> Mayor Philcox recessed the meeting at 9:15 P.M. <br /> <br /> Mayor Philcox reconvened the meeting at 9:25 P.M. <br /> <br /> REPORTS OF BOARDS AND COMMISSIONS <br /> Report~ Re: Action Taken by the Planning Commission on Items at their meeting..o.f <br /> August 10, 1977 <br /> Mr. Harris presented his report dated August 12, 1977, regarding this matter. <br /> This item was for the information of the Council and no action was taken. <br /> <br /> Report of the Planning Commission~ Re: Proposal to designate Freeways 1-680 and <br /> 1-580 as Scenic. Highways in concert with the State of California and Alameda <br /> county and to implement a local Scenic Corridor Protection Program <br /> Mr. Harris presented his report dated August 12, 1977, regarding this matter. <br /> <br /> After considerable discussion, it was moved by Councilmember LeClaire, and <br /> seconded by Mayor Philcox, that Resolution No. 77-230, approving a Scenic Corridor <br /> Protection Program for the purpose of protecting and enhancing the designated <br /> scenic corridors surrounding 1-580 and 1-680 where they traverse the City, and <br /> consisting of elements of Design Controls, Land Use Controls, and Intergovern- <br /> mental Relations, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers LeClaire, Mercer, and Mayor Philcox <br /> NOES: Councilmember Herlihy <br /> ABSENT: Councilmember Brandes <br /> <br /> 5. 8/23/77 <br /> <br /> <br />
