Mayor Philcox declared the public hearing open. Mr. Chris Beratlis, 425 Main Street, explained the location of the property and existing water service to surrounding properties. There being no further public testimony, Mayor Philcox declared the public hearing closed. It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, that Resolution No. 77-200, approving the request of Chris Beratlis for a tem- porary water service to 8.34 acre site on Crellin Road, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Mercer, and Mayor Philcox NOES: Councilmember LeClaire ABSENT: None ABSTAINED:Councilmember Herlihy Councilmember LeClaire stated she felt that the principle of the Growth '~nagement Plan regarding extension of Capital Improvements had been violated.
