REPORTS OF THE CITY ATTORNEY <br />Approval of Contract between LAVWMA and East Bay Dischargers AuthoritX <br /> Mr. Scheidig presented his report dated July 20, 1977, regarding this matter. <br /> <br /> After discussion, it was moved by Councilmember LeClaire, and seconded by <br />Mayor Philcox, that Resolution No. 77-203, approving the proposed agreement be- <br />tween East Bay Dischargers Authority and Livermore-Amador Valley Water ~nagement <br />Agency for participation in East Bay Dischargers Authority interceptor-outfall <br />system as submitted to the City Council at its meeting of July 25, 1977, subject <br />to review by and approval by the City Attorney and the Pleasanton LAVWMA repre- <br />sentatives of any modifications to Paragraph 10, Exhibit B and any other modifi- <br />cations requested by the other participating agencies, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: Councilmember Brandes <br />ABSENT: None <br /> <br />COMMUNICATIONS <br /> There ware no Communications presented at this meeting. <br /> <br />CITY COUNCIL CO~LMITTEE REPORTS <br /> Councilm~nbers presented various Committee Reports for the information of <br />the Council. <br /> <br /> Mr. Brown presented a letter from the State Water Resources Control Board <br />dated July 12, 1977, regarding status of negotiations between Pleasanton and <br />Valley Conmunity Services District relative to buy-in agreemant. Mr. Brown <br />suggested that City staff meet with V.C,S.D. staff to begin discussions on this <br />matter. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br />instructing staff to proceed with discussions with Valley Community Services Dis- <br />trict staff regarding buy-in agreement relative to minor issues, and also in- <br />structing the City Manager to write a letter to the State Water Resources Con- <br />trol Board informing them that the City of Pleasanton has not accepted the Brown <br />and Caldwall 1976 Financial Report regarding this matter and disagrees with the <br />findings in that report. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and ~yor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />~TTERS INITIATED BY COUNCIL MDIBERS <br /> CQuncilmember Mercer expressed appreciation to the Council on their unanimous <br />stand rejecting the CARD Raferendum Petition. <br /> <br /> Councilmember LeClaire reported there had been three deaths from Encephalitis <br />within a month, and requested a report from the Alameda County Health Department <br />regarding the circumstances of this disease. <br /> <br /> Councilmember LeClaire stated that Bar Fence Company had been parking large <br />trucks on the Council Chambers parking lot over the weekend, and requested this <br />matter be investigated and corrected. <br /> <br /> 10. 7/25/77 <br /> <br /> <br />
