Councilmember Butler stated he agreed with Councilmember Brandes, and also <br />stated he felt all concerns could be adequately addressed with proper conditions <br />and proper design, that there was a need for further commercial development, and <br />that the total parcel was needed for the planned shopping center. <br /> <br /> Mayor Mercer stated he was opposed to the Negative Declaration and the <br />application because of the uncertainty of types of stores that would occupy the <br />center, environmental impact problems, safety of children, ingress and egress, <br />and air quality concerns. He stated he was not sure that there was really a <br />need for a commercial development in this area, or that this was the best pos- <br />sible plan for a shopping center. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, that Resolution No. 78-156, determining, on the basis of <br />a review of initial environmental study done for this project, that no signtfi- <br /> Cit ' <br />cant environmental impact would occur as outlined in the y s guidelines and <br />that a Negative Declaration is appropriate to change the zoning designation for <br />a 3.8 acre parcel located on the east side of Santa Rita Road immediately north <br />of the Arroyo Mocho from the RM-2500 (Multiple Family Residential) District to <br />the C-N (Commercial Neighborhood) District, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, and Kephart <br />NOES: Councilman Wood and Mayor Mercer <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Butler, <br />that Ordinance No. 854, to be read by title only and waiving further reading <br />thereof, to rezone a 3.8 acre parcel of land located on the east side of Santa <br />Rite Road inLmediately north of the Arroyo Mocho from the P~M-2500 (}{ultiple <br />Family Residential) District to the C-N (Commercial Neighborhood) District, <br />and amending the Zoning Map of the City of Pleasanton accordingly, be intro- <br />duced. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, and Kephart <br />NOES: Councilman Wood and Mayor Mercer <br />ABSEnt: None <br /> <br />~ppeai of Wendell Collins of a determination that an Environmental Impa.c..t Rep.q.rt <br />i__s .required for a hillside residential subdivision proposed for the approximately <br />50 acre p~rce! of land located north and west of the end of Longview Drive <br /> ~yor Mercer declared the public hearing open on this item and continued the <br />matter to the meeting of July !1, 1978, 8:00 P.M., Pleasanton Council Chambers, <br />as requested by the appellant. <br /> <br />~plication of the Planning Commission for an amendment to Section 2-5.37(c) and <br />Section 2-5.38(f), Article 3.,._Ehapt~r 2, Title II of the Ordinance Code of the <br />City of Pleasanton to allow certain structures and/or screens to be located in <br />the required frontyards in residential zones and to allow certain structures to <br />be located in the side yard setback of corner lots <br /> Mr. Harris presented his report dated June 6, 1978, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open. <br /> <br /> No one in the audience spoke in favor of or in opposition to this item. <br /> }~yor Mercer declared the public hearing closed. <br /> <br /> 5. 6/13/78 <br /> <br /> <br />
