Councilmember Butler stated he agreed with Councilmember Brandes, and also stated he felt all concerns could be adequately addressed with proper conditions and proper design, that there was a need for further commercial development, and that the total parcel was needed for the planned shopping center. Mayor Mercer stated he was opposed to the Negative Declaration and the application because of the uncertainty of types of stores that would occupy the center, environmental impact problems, safety of children, ingress and egress, and air quality concerns. He stated he was not sure that there was really a need for a commercial development in this area, or that this was the best pos- sible plan for a shopping center. After discussion, it was moved by Councilmember Brandes, and seconded by Councilmember Butler, that Resolution No. 78-156, determining, on the basis of a review of initial environmental study done for this project, that no signtfi- Cit ' cant environmental impact would occur as outlined in the y s guidelines and that a Negative Declaration is appropriate to change the zoning designation for a 3.8 acre parcel located on the east side of Santa Rita Road immediately north of the Arroyo Mocho from the RM-2500 (Multiple Family Residential) District to the C-N (Commercial Neighborhood) District, be adopted.
