Mr. Glynn Moore, representing Van Bokkelen-Cole, stated he agreed with staff <br />and Planning Commission recommendations and urged Council's favorable considera- <br />tion of this matter. He presented a drawing of the proposed development and <br />stated his willingness to comply with staff conditions or changes to best serve <br />the residents of the area and community. <br /> <br /> The following persons spoke in opposition to the negative declaration and/or <br />application: <br /> <br /> Pete Donahoe, 3133 Pawnee Way <br /> Bruce H. Driscoll, 3190 Weymouth Court <br /> William Kovac, 3124 Weymouth Court <br /> Bill Schmitz, 3057 Yuma Way, President of the Las Positas Garden Homes, <br /> presented a letter to the City Council stating: "This letter is to <br /> advise you that I object to a major shopping center being developed <br /> at Santa Rita Road and West Las Poeires Blvd., that I do hereby <br /> register my protest to the development of a major shopping center <br /> at Santa Rite Road and West Las Positas Blvd" signed by 32 resi- <br /> dents in the area. <br /> Mrs. Fern Millard, 3160 Weymouth Court <br /> M. J. Millard, 3160 Weymouth Court <br /> Mrs. Betty Rider, 4393 Miradot Drive <br /> <br /> Mr. George Oakes, developer, presented reasons why he felt this proposed <br />commercial development would be an asset to the City. <br /> <br /> Mr. Edward B,~Quigley, 4586 Eull Court, stated he was a potential store pro- <br />prietor and he felt there was a need for this type of shopping center in the area. <br /> <br /> Mr. Joseph Madden, 3851 Vineyard Avenue, representing the Old Santa Rita Road <br />Business Association, stated this group was unanimously in favor of the proposed <br />shopping center, as stated in a letter to the City Council dated May 21, 1978. <br /> <br /> Mrs. William Kovac, 3124 Weymouth Court, sp~ke in opposition to the Negative <br />Declaration and the application. <br /> <br /> Mr. Kovac presented a letter from Supervisor Valerie Raymond regarding the <br />proposed jail site. <br /> <br /> Mayor Mercer presented a written communication from A. M. Henderson, 3033 <br />Yuma Way, and a telephone message from Mr. and Mrs. Harry Butler, 3150 Montpelier <br />Court, expressing opposition to the proposed rezoning of this parcel of property. <br /> <br /> There being no further public testimony, Mayor Mercer declared the public <br />hearing closed on the Negative Declaration and the application. <br /> <br /> Councilmember Wood expressed concern over conflicts of the environmental <br />impact report, that 66 units of lower cost housing units would be lost because <br />of this development, and that it would take business away from the downtown <br />merchants and other existing businesses, therefore, he was opposed to the <br />Negative Declaration and the application. <br /> <br /> Councilmember Brandes stated he concurred with staff and Planning Commission <br />recommendations and that he felt that the mitigating concerns of the residents - <br />in the area could be alleviated in the process of development, and that he would <br />support this application. <br /> <br /> 4. 6/13/78 <br /> <br /> <br />
