Mrs. Rosemarie Pease, 1482 Ridgewood Road,spoke in opposition to this <br /> matter stating she felt the drainage problem should be corrected before <br /> installation of any underground utilities. <br /> <br /> Staff responded to Mrs. Pease's concerns. <br /> <br /> There being no further public testimony, Mayor Mercer declared the public <br /> hearing closed. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, <br /> that Resolution No. 78-65, establishing Underground Utility District No. 78-1, <br /> and amending the 1978-79 Budget with necessary funds to complete the project, <br /> be adopted. <br /> The roll call vote was as follows: <br />~-~ AYES: Councilmembers Brandes, Kephart, Wood and Mayor Mercer <br />~ NOES: None <br />~ ABSENT: None <br /> <br /> Review of a neSative declaration to chang~ the General Plan designation of a <br /> 3.8 acre parcel of land located on the east side of Santa Rita Road immediately <br /> north of the Arroyo Mocho from HiSh Density Residential to Commercial and Offices <br /> <br /> Application of Van Bokkelen-Cole Company for a General plan amendment for a 3.8 <br /> acre parcel located on the east side of Santa Rita Road immediately north of the <br /> Arroyo Mocho described in the negative declaration for this case <br /> Mr. Harris presented his report dated 3-16-78, regarding these two items. <br /> <br /> Mayor Mercer declared tile public hearing open on the Negative Declaration <br /> and application. <br /> <br /> Mr. Glynn Moore, representing Van Bokkelen-Cole Company, presented background <br /> information on the subiect property and the adjacent 4.04 acre parcel already <br /> zoned commercial. He stated the proposed development included the total parcel, <br /> and would benefit the entire City. He presented a rendering of the proposed <br /> shopping center and explained the buffer area separating the center and the resi- <br /> dential section behind this parcel.
