It was moved by Mayor Philcox, and seconded by Councilmember Mercer, that <br />points for the Fiscal Concerns Element be assigned as follows: <br /> <br /> 7. Missing Linkages = 25± points <br /> 8. Capital Facility/Utility Dedications and Completions = 20~ points <br /> (Total of above two not to exceed 35 points) <br /> <br /> 9. In-filling = 15 points <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember LeClatre, <br />that the 15 points assigned to Contribution to the Capital Improvement Fund be <br />assigned as recommended by the Growth Management Committee, but accepting monetary <br />contributions instead of land. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes and LeClaire <br />NOES: Councilmembers Herlihy, Mercer, and Mayor Philcox <br />ABSENT: None <br /> <br /> Council discussion ensued regarding the effect of increasing the bedroom tax <br />would have on Capital Improvement funds. <br /> <br /> It was moved by Councilmember Brandes that the point schedule assigned to <br />Contribution to Capital Improvement fund be adopted as recommended by the Growth <br />~{anagement Committee with the understanding that it would be amended when the <br />bedroom tax figure is determined. <br /> <br /> The motion died for lack of a second. <br /> <br /> Council instructed staff to prepare a report on the proposed increase in <br />bedroom tax fees and its effect on the Capital Improvement fund. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember l~lercer, <br />that points for the ttousing Concerns Element be assigned as follows: <br /> <br /> 1.
