The roll call vote was as follows: <br />~- AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br /> NOES: None <br /> ABSENT: None <br /> <br /> Mayor Philcox recessed the meeting at 5:30 P.M. <br /> <br /> ~yor Philcox reconvened the meeting at 7:15 P.M. <br /> <br /> Finalize incentive point mechanism <br /> Mr. Swift explained the tier system and reviewed the incentive point <br /> mechanism. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember LeClaire, <br /> that the Contribution to Capital Improvements Fund be included in the Fiscal <br /> Concerns. <br /> <br /> After discussion, Councilmember Brandes withdrew his motion, and Councilmember <br /> LeClaire withdrew her second. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember LeClaire, <br /> that points be assigned to the elements as follows: <br /> <br /> 1. Design, Traffic Circulation, Energy Conservation, Air Quality, <br /> and Other Environmental Considerations = 35 points <br /> <br /> ...... 2. Linkages, Capital Facilities, and In-filling = 35 points <br /> 3. Contribution to Capital Improvements = 15 points <br /> 4.
