After discussion, Councilmember Brandes withdrew his motion, and Councilmember LeClaire withdrew her second. It was moved by Councilmember Brandes, and seconded by Councilmember LeClaire, that points be assigned to the elements as follows: 1. Design, Traffic Circulation, Energy Conservation, Air Quality, and Other Environmental Considerations = 35 points ...... 2. Linkages, Capital Facilities, and In-filling = 35 points 3. Contribution to Capital Improvements = 15 points 4.
