Z75 <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, Mercer, and Mayor Philcox <br />NOES: Councilmember Brandes <br />ABSENT: Councilmember LeClaire <br /> <br />REPORTS OF THE CITY MANAGER <br />Review of Mid-Year BudSet <br /> Mr. Broken stated~that because of the threat of the Jarvis-Gann Initiative <br />there would be an additional report regarding the City's revenue structure and <br />alternative courses of action presented at the February 28, 1978, meeting. <br /> <br /> Councilmember Brandes asked if a standby tax could be placed on the June <br />Ballot for the City of Pleasanton in case the Jarvis-Gann Initiative passes, <br />and the deadline for placing such a measure on the Ballot. The City Attorney <br />was instructed ta report on these matters at the meeting of February 28, 1978. <br /> <br /> t~r. Walker presented and reviewed the Mid-Year Budget report dated February <br />2, 1978. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember Mercer, <br />to accept and approve the Mid-Year Budget as presented, and to commend Mr. Walker <br />for an excellent report. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: Councilmember LeClaire <br /> <br /> Mayor Philcox recessed the meeting at 9:30 P.M. <br /> <br /> Mayor Philcox reconvened the meeting at 9:40 P.M. <br /> <br />REPORTS OF THE CITY MANAGER (Contd.) <br />Annual Review of Fede~a.1. Aid Urban Pr.ojeqts <br /> Mr. Campbell presented the report of the Director of Engineering Services <br />dated February 7, 1978, regarding this matter. <br /> <br /> Councilmember Brandes inquired as to when the report he requested recently <br />would be completed regarding possible litigation against the State relative to <br />Las Positas Overcrossing. Mr. Levine stated this matter could not be finished <br />before the March 28th meeting. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember Brandes, <br />that Resolution No. 78-36, approving the five year Federal Aid Urban Program as <br />follows: (1) the installation of a traffic signal at the intersection of First <br />Street and Neal Street (Complete) - $41,500; (2) construction of intersection <br />improvements and signalization at the intersection of Valley Avenue and Santa <br />Rita Road (98% complete) - $164,500; (3) construction of vehicular overcrossing <br />over Route 1-680 at West Las Positas Boulevard with pedestrian and bicycle <br />facilities - $278,446; and (4) improvements to West Las Positas Boulevard and <br />Foothill Road needed in conjunction with Project 3 above - $93,377; for a total <br />of $577,823, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: Councilmember LeClaire <br /> <br /> 5. 2/15/7s <br /> <br /> <br />
