Mayor Philcox declared the public hearing open on the appeal of Robert J. Myers to a decision of the Planning Commission denying PUD-77-7, an application for a planned unit development to rezone a 12.7 acre site located immediately south of the terminus of Las Lomitas Drive and east of the Pleasanton School from the A (Agricultural) District to the PUD (Planned Unit Development Medium Density Residential) District and to approve a development plan for the site consisting of a ll9-unit limited care retirement facility, and continued to the meeting of February 28, 1978, 8:00 P.M., Pleasanton Council Chambers. ~TTERS CONTINUED FOR DECISION Adoption of Ordin.~nce .No. 844~ increasin5 Councilmembers salaries to the statutoFy limit of $150.00 .per month (Introduced 1-24-78, bX a 4-1 vote) Mayor Philcox stated this ordinance was introduced on January 24, 1978, by a 4-1 vote, and that it was now in order to adopt the ordinance. Councilmember Mercer reiterated his opposition to the increase in Council- members salaries, stating he felt it was not appropriate. Councilmember Brandes voiced disagreement with Councilmember Mercer. It was moved by Councilmember Brandes, and seconded by Councilmember Herlihy, that Ordinance No. 844, increasing Councilmembers salaries to the statutory limit of $150.00 per month. be adopted. Council took no action on this item. Report~ Re: Human Services Commission Human Needs Assessment Survey; Time Sche- dule and Cost for Developing "Action Plan" Mrs. Sharon Kosch, Chairperson of the Human Services Commission, presented their report dated February 9, 1978, regarding this matter. Council discussion ensued regarding money spent thusfar, time schedule for completion, and the human service needs in Pleasanton. Councilmember Brandes strongly opposed the survey and the expenditure of any additional funds relat- ing to this matter. Councilmember Mercer commended those responsible for preparation of the survey. It was moved by Councilmember Mercer, and seconded by Councilmember Herlihy, that Resolution No. 78-35, approving completion of the Action Plan by the Human Sez~ices Commission no later than October 1, 1978; that $2,200.00 be allocated from the 1977-78 Fiscal Year Budget for personnel costs; and instructing staff to include $3,000.00 in the preliminary budget of 1978-79 for personnel costs for further review, be adopted. 4. 2/15/78
