_Expiration of Terms of Commission Members (Continued from 1-10-78) <br /> Mr. Brown presented his report dated January 3, 1978, regarding this matter, <br />and stated the item had been continued from the meeting of January 10, 1978, for <br />full Council attendance. <br /> <br /> Mrs. Sue Scott, 1590 Foothill Road, representing the League of Women Voters, <br />stated this group's basic position on this matter is that all Commission openings <br />should be made available to all applicants, including those seeking reappointment. <br /> <br /> Mayor Philcox stated he felt that a formal policy requiring that all vacancies <br />be advertised did not benefit the City and was a waste of time if the present <br />commissioner was being reappointed. <br /> <br /> Councilmember LeClaire stated she felt all vacancies should be opened to the <br />public with present commissioners being considered for reappointment if eligible <br />and interested. <br /> <br /> Councilmember Brandes concurred with Councilmember LeClaire. <br /> <br /> Councilmember Herlihy stated that as a practical matter and being fair to <br />the present commissioner, that if the present commissioner is to be reappointed <br />there is no need to advertise and interview as this is a time-consuming procedure. <br /> <br /> Councilmember Mercer stated that a policy to advertise for all vacancies on <br />commissions would eliminate any embarrassment to the present commissioner and also <br />allow anyone in the community the right to apply for any'position on a board or <br />commission in which they were interested. <br /> <br /> Mr. Walter C. Wood, 5284 Northway Road, stated he felt a policy should be <br />established that all vacancies on boards and commissions be open for the public <br />to apply. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, <br />that Resolution No. 78-23, establishing a City Council policy that every vacancy <br />on any Board or Commission be open to the public by advertising; the present <br />commissioner be considered if eligible and interested; and interviews be con- <br />ducted to select a member for the Board or Commission, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, LeClaire, and Mercer <br />NOES: Councilmember Herlihy and Mayor Philcox <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, <br />that Resolution No. 78-24, establishing a City Council policy that the terms of <br />all Board and Commission members expire on May 5th of each year; that staff pre- <br />pare the necessary amendments to the Ordinance Code to implement this policy; and <br />that the expiring terms of John F. Hansen, Housing Authority member whose term <br />expires January 25, 1978, and Charles H. Gielow, Jr., and Kathleen O'Brien, Park <br />and Recreation Commission members whose terms expire February 15, 1978, be ex- <br />tended to expire on May 5, 1978, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and }~yor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> 6. 1/24/78 <br /> <br /> <br />
