Councilmember Mercer stated he was opposed to the increase as he did not <br />feel that Councilmembers should serve on the Council for money. <br /> <br /> Mayor Philcox stated that personal expenses to Councilmembers for service <br />on the Council should be covered and he felt the increase was warranted. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember Brandes, <br />that Ordinance No. 844, to be read by title only and waiving further reading <br />thereof, increasing Councilmembers salaries to the statutory limit of $150.00 <br />per month, effective with the seating of the new Council on March 14, 1978, be <br />introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, and Mayor Philcox <br />NOES: Councilmember Mercer <br />ABSENT: None <br /> <br />Consideration of Claim~ Robert and Linda Nelson <br /> Mr. Scheidig presented his report dated January 19, 1978, regarding this <br />matter. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember LeClaire, <br />that the claim of Robert Lewis Nelson and Linda Lou Nelson be denied and this <br />matter be referred to the City Attorney's office for handling in conjunction with <br />the City's insurance carrier. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />Report~ Re: Horses on Main Street <br />Mr. Scheidig presented the report of the Deputy City Attorney dated January <br />19, 1978, regarding this matter. <br /> <br />Mayor Philcox stated he initiated this item sometime ago because of the <br />dangerous situation created on Main Street by young people riding horses. <br /> <br /> Council discussion ensued regarding what area should be restricted from <br />horse activity and concurred that Main Street and the Shopping Centers should <br />be the only areas included in the proposed ordinance. Other areas of concern <br />were also discussed. <br /> <br /> It was moved by Mayor Philcox, and seconded by Councilmember LeClaire, that <br />the proposed regulation of horses in the Central Business District and on <br />thoroughfares be continued to the meeting of February 15, 1978, and instructed <br />staff to prepare a revised proposed ordinance with changes as suggested by <br />Council. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />COMMUNICATIONS <br /> There were no Communications presented at this meeting. <br /> <br /> 10. 1/24/78 <br /> <br /> <br />
