g. Adoption of Resolution No. 78-3, approving Progress Payment No. 1, to J. F. <br /> Hourigan Company, in the amount of $13,047.66, for the installation of <br /> pavement markings. <br /> <br />h. Adoption of Resolution No. 78-4, approving Agreement terminating COVA Joint <br /> Powers Agreement and dispersal of funds. <br /> <br /> i~ Acceptance of Audit for Fiscal Year 1976-77. <br /> <br />j. Adoption of Resolution No. 78-5, regarding Precinct consolidation for March <br /> 7, 1978, Election. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: Councilmember LeClaire <br /> <br />CIVIC CENTER EXPANSION <br /> Mr. Walker presented his report dated January 4, 1978, regarding this matter. <br /> <br /> Mr. Jack Bras, Architect, reviewed the cost estimates for the three alterna- <br />tives. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Her!ihy, that Resolution No. 78-6, approving the plans and bid <br />specifications for the Civic Center expansion as prepared by Jack Bras and <br />Associates, and authorizing the staff to call for construction bids, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, and Mayor Philcox <br />NOES: Councilmember Mercer <br />ABSENT: Councilmember LeClaire <br /> <br /> Councilmember Mercer reiterated his reason for voting No on this matter, <br />stating he felt the tax rate should be lowered rather than spending money on <br />the expansion of City Hall. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Phil Arnott, 609 Del Sol, representing 25-30 people in his neighborhood, <br />requested information as to traffic studies associated with the construction of <br />the Presbyterian Church on Mirador Drive. He expressed concern regarding the <br />safety and welfare of children in the area because of increased traffic, and <br />also parking problems. <br /> <br /> After considerable discussion, it was moved by Mayor Philcox, and seconded <br />by Councilmember Mercer, instructing staff to review the plans and reports re- <br />lated to the construction of the Presbyterian Church on Mirador Drive with a <br />representative group of citizens on Del Sol, and inviting the Presbyterian <br />Church Building Committee to be present, to discuss the aspects of concern of <br />Mr. Arnott. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: Councilmember LeClatre <br /> <br /> 2. 1/10/78 <br /> <br /> <br />
