Adoption of Resolution No. 78-305, approving schedule of fees for bicycle licensing in accordance with changes brought about by the State. The roll call vote was as follows: AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer NOES: None ABSENT: None Councilmember Kephart abstained from voting on approval of the City Council ~[inutes of November 29, 1978, due to his absence from that meeting. ~TTERS INiTI~TF~ BY COUNCII~MDIBERS Councilmember Kephart stated that the City Council had received a con~nunica- tion from Richard Fahey, President of the Board of Directors for Dublin San Ramon Services District, requesting support to make service charges a deductible item c~a Federal and State Income Taxes, and advisimg the appropriate legislators of this position. After discussion, Council agreed to support DSRSD in this posi- tion and instructed staff to write the proper letters. Councilmember Brandes requested consent of City Council to appeal the fol- lowing decisions made by the Planning Commission at their meeting of December 13, 1978: It was 'moved by Councilmember Brandes, and seconded by Councilmember Wood, that the City Council appeal the decision of the Planning Commission in approving a Conditional Use Permit for the Nuclear Engineering Company to lease an indus- trial building on Johnson Drive. The roll call vote was as follows: AYES: Councilmen Brandes, Kephart, Wood, and Mayor Mercer NOES: Councilman Butler ABSENT: None It was moved by Councilmember Brandes, and seconded by Councilmember Wood, that the City Council appeal the determination of the Planning Commission that limited massage services are permitted as a part of a beauty salon in a C-N District. The roll call vote was as follows: AYES: Councilmen Brandes, Butler, Kephart, Wood, and ~yor Mercer NOES: None ABSENT: }:one In addition, Councilmember Brandes suggested that massage as a part of beauty shop operation be made a conditional use. Discussion of this matter will be held on January 9, 1979, meeting.
