Progress Payment No. 2, Raymond J. Haug, for Peters Avenue ~terline and <br /> Sewerline, was removed from the agenda at the requestof staff because the <br /> item was not ready for payment. <br /> <br />f. Adoption of Resolution No. 78-305, approving schedule of fees for bicycle <br /> licensing in accordance with changes brought about by the State. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Kephart abstained from voting on approval of the City Council <br />~[inutes of November 29, 1978, due to his absence from that meeting. <br /> <br />~TTERS INiTI~TF~ BY COUNCII~MDIBERS <br /> Councilmember Kephart stated that the City Council had received a con~nunica- <br /> tion from Richard Fahey, President of the Board of Directors for Dublin San Ramon <br /> Services District, requesting support to make service charges a deductible item <br /> c~a Federal and State Income Taxes, and advisimg the appropriate legislators of <br /> this position. After discussion, Council agreed to support DSRSD in this posi- <br /> tion and instructed staff to write the proper letters. <br /> <br /> Councilmember Brandes requested consent of City Council to appeal the fol- <br /> lowing decisions made by the Planning Commission at their meeting of December 13, <br /> 1978: <br /> <br /> It was 'moved by Councilmember Brandes, and seconded by Councilmember Wood, <br /> that the City Council appeal the decision of the Planning Commission in approving <br /> a Conditional Use Permit for the Nuclear Engineering Company to lease an indus- <br /> trial building on Johnson Drive. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Kephart, Wood, and Mayor Mercer <br /> NOES: Councilman Butler <br /> ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, <br /> that the City Council appeal the determination of the Planning Commission that <br /> limited massage services are permitted as a part of a beauty salon in a C-N <br /> District. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, Kephart, Wood, and ~yor Mercer <br /> NOES: None <br /> ABSENT: }:one <br /> <br /> In addition, Councilmember Brandes suggested that massage as a part of <br /> beauty shop operation be made a conditional use. Discussion of this matter <br /> will be held on January 9, 1979, meeting. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Mayor Mercer, that <br /> the City undertake an environmental study to determine whether septic tanks <br /> will pollute the underground water supply in the Mohr-}~rtin area, the purpose <br /> of the study will be to determine whether the City's septic tank policy, allow- <br /> <br /> 2. 12/19/78 <br /> <br /> <br />
