Brown presented his report dated November 8, 1978, regarding this matter, <br /> and stated the item had been continued from the meeting of November 14, 1978, at <br /> the request of Councilmember Kephart to determine the background used to check <br /> the. applicant. Councilmember Wood also had concerns as to whether card rooms <br /> should be allowed to operate within the City. <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by Council- <br /> member Brandes, that the City Council schedule a public hearing on January 23, <br /> 1979, 8:00 P.M., Fairgrounds Cafeteria, to receive public input regarding the <br /> possible phase out of card rooms in Pleasanton. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Hercer <br /> ~OES: None <br /> ABSENT: None <br /> <br /> Request for Commercial Septic Tank Permit <br /> Mr. Bro~m presented his report dated November 30, 1978, regarding this matter, <br />-- and stated he was concerned about the term "conceptual approval", and would sug- <br /> gest the term "willingness to consider", be used instead. <br /> <br /> The City Attorney read a draft resolution setting forth a City Council policy <br /> on the use of septic tanks or on-site sewage disposal systems for non-residential <br /> property. <br /> <br /> Mr. William Hirst, Attorney representing Mr. Mahaffey, stated his client <br /> would prefer the language to read "conceptual approval" or "tentative approval", <br /> which would simply imply subsequent future review of the matter. He stated this <br /> minor modification would assist his client in development of his property. <br /> <br /> Mr. I,~haffey requested that the time period on line 4 of the draft resolution <br /> be deleted. Council agreed to this change. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br /> Councilmember Wood, that Resolution No. 78-301, offering tentative support for <br /> use of septic tanks or other on-site sewage disposal systems on Pleasanton <br /> Foothill 580 Project, as presented by the City Attorney and amended thereto, <br /> be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilman Brandes, Butler, Kephart, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> POST [~nagement Survey - Pleasanton Police Department <br /> Mr. Brown presented his report dated November 29, 1978, regarding this matter. <br /> <br /> Chief McCloud commented on the areas covered in the POST Survey. <br /> <br /> 8. 12/5/78 <br /> <br /> <br />
