Councilmember Kephart had various questions and concerns regarding the staff <br /> report and the POST Survey. <br /> <br /> After considerable discussion, it was moved by Councilmember Kephart, and <br /> seconded by Councilmember Bramdes, to accept the reports under advisement, <br /> appoint a Council Committee to review the reports in more detail with input <br /> from Chief McCloud, and report back to the Council. <br /> The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmembers Kephart and Brandes offered to serve on this Committee. <br /> <br /> Mayor Mercer declared Councilmembers Kephart and Brandes to serve on a <br />Council Committee to review the POST Management Survey and report to Council <br /> their findings regarding this matter. <br /> <br />Matters for the Information of the Council <br /> Mr. Brown presented his Information Report dated November 30, 1978, regarding <br />Building Guide booklet prepared by the Chief Building Inspector. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Proposed Expansion of Exemptions Section of the Residential Allocation Pro.~r~m <br />Ordinance <br /> Mr. Levine presented his report dated November 29, 1978, regarding this matter, <br />and also presented various alternative resolutions and ordinances for review by <br />Council. <br /> <br /> Mr. Harris recommended that the PAP Ordinance not be changed at this time. <br /> <br /> Mr. Gilbert Haines, Attorney representing L & H Land Company, presented <br />background information on the property and requested that it be exempt under <br />large lot subdivision from the Residential Allocation Program. He stated that <br />large lot developments could not compete effectively under the point system of <br />the allocation program. Mr. Haines suggested various changes to the language <br />of the proposed ordinance. <br /> <br /> After considerable discussion, it was moved by Councilmember Wood, and <br />seconded by Councilmember Brandes, that Ordinance No. 876, amending the Resi- <br />dential Allocation Program Ordinance to exempt large lot subdivisions while <br />requiring them to comply with mandatory requirements and pay maximum Contri- <br />butions to Housing and Capital Improvement Funds, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Kephart, and Wood <br />NOES: Councilman Butler and Mayor Mercer <br />ABSENT: None <br /> <br /> Mayor Mercer instructed staff to contactall developers who have applied <br />under the last two RAP allocations and notify them of this amendment.
