Application of the City Council for an amendment to Section 2-7.08(a). of Article <br />~ Ch~.pte.~ 2~ Title .!.! .of..the Ordinance Code of the City of Pleasanton which <br />would revise comprehensively the schedule of permitted and conditional uses in <br />all of the commerciallX zoned districts of the City of Pleasanton <br />(Continued Open from 11-14-78) <br /> Mr. t~rris presented his report dated November 8, 1978, regarding this matter. <br /> <br /> Council discussion ensued regarding the definition of "automotive", and in <br />what category motor homes and RV's would be considered. <br /> <br /> Mayor Mercer declared the continued public hearing open. <br /> <br /> Mr. Joseph Madden, 3851 Vineyard Avenue, expressed concern about which cate- <br />gory Recreational Vehicle repair would be placed. Mr. Harris stated it was his <br />interpretation this would be considered under "Automotive Sales and Service". <br /> <br /> Mr. Avner Naggar, Architect for the Stoneridge Shopping Center, expressed <br />ccncern regarding automotive sales and service not being permitted uses in the <br />C-R Districts, explaining that J. C. Penny and other department stores had come <br />on line with the understanding that this category would be permitted uses. <br /> <br /> Considerable Council discussion ensued regarding what categories should be <br />conditional uses and which should be permitted uses in the CRM and CRP Districts, <br />and more specifically with regard to detached TBA buildings. <br /> <br /> Mr. Naggar ~xplained the design and traffic circulation of the proposed <br />shopping center. He discussed the revisions made by Planning Commission regard- <br />ing proposed changes to the permitted and conditionally permitted uses in com- <br />mercial districts as described in the report of the Director of Planning dated <br />November 8, 1978. Mr. Naggar requested that two additional revisions be made <br />to include Automotive Sales Only as a permitted use, and Drive-Thru Restaurants <br />as a permitted use. <br /> <br /> Mr. BoB Eynck, Assistant Vice President of the Taubman Company, addressed <br />concerns regarding permitted and conditionally permitted uses in the C-R Dis- <br />trict. <br /> <br /> Mr. Sidney Unobskey, General Manager of the Taubman Company, addressed the <br />~atter of automobile agencies and the reasons why he felt they should be con- <br />sidered as permitted uses. <br /> <br /> Mr. Art Schumacher, representing Stoneson Corporation, expressed concern <br />regarding uses that are being considered now that might possibly be denied <br />later in the application approval process. He stated that potential businesses <br />needed to knwo what uses were allowed and where. <br /> <br /> Mr. Harris explained the concept of conditional uses and permitted uses, and <br />emphasized the need for City control in order to eliminate inappropriate uses. <br /> <br /> Mr. William Kovac, 3124 Weymouth Court, was opposed to any revision of the <br />Ordinance Code that would lessen control by the City regarding land use. <br /> <br /> Mr. William Mahaffey, Tice Valley Blvd., Walnut Creek, asked if any other <br />zoning districts than C-R would be discussed tonight.
