SPECIAL REPORTS <br />Police for Considering. General Plan Amendments <br /> Mr. tIarris presented his report dated November 15, 1978, regarding this matter. <br />:,Ir. Harris explained the recommendation of CoUncil hearing general plan amendments <br />three times a year; April, AUgust and December, and that no more than three sessions <br />could be held in a calendar year. <br /> <br /> Councilmember Brandes stated he thought the proposal was a good idea. <br /> <br /> Mr. Brox,~n addressed the Longs Drug situation and stated that the earliest they <br />could be heard now, after requesting continuance tonight, would be April, 1979; <br />this is because the Mc~nus General Plan Amendment has been adopted. He stated <br />that Longs Drug representatives are fully apprised of this and indicate that this <br />will not hinder any of their plans and will allow them preparation time to present <br />their application to the City. <br /> <br /> Mr. Dennis Moore, 1968 Lightland Court, and Ms. Joy Robinson, 4127 Suf£o!k <br />Way, asked for clarification of the proposed policy concerning General Plan ~end- <br />nents. Mayor Mercer explained that prior to April all property owners would be <br />notified of the public hearing of the LongsDrug Store application, and reiterated <br />that under law Longs Drug Store cannot be considered before April, 1979. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Brandes, <br />that Resolution No. 78-292, establishing a policy of hearing General Plan amend- <br />ments only in April, August, and December of each calendar year, including 'land <br />use only' 'be adopted <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br />i~OES: None <br />ABSENT: None <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br />Actions Taken by the Design Review Board and Planning Commission at their Regular <br />Meeting. of November 8, 1978 <br /> Mr. Harris presented his report dated November 10, 1978, regarding this matter <br />for the information of the Council. No action was required or taken by Council on <br />this item. <br /> <br />REPORTS OF THE CITY ~NAGER <br />Matters for the Information of the Council <br /> Mr. Brown indicated there should be a meeting in the near future with the <br />Sewer CommitGee and DSRSD with relationship to the Residential Allocation Program, <br />1972 Settlement Agreement and the purchase of sewer connections. He stated this <br />concerns property owners requirement to purchase sewer connections at $1,200.00 <br />each but not having R.A.P. approval. The City Council agreed to a meeting to be <br />held December 6 or 12. Mr. Brown stated he would get back to Councilmembers after <br />confirming a date. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Amendment to the Residential Allocation Program Ordinance <br /> Mr. Levine reviewed the City Council's action rezoning three properties in <br />Mission Park, and their resolution adopted at that meeting to permit the rezoned <br />properties to bring their application for Residential Allocation Program into <br />conformance with the zoning. He presented a draft ordinance initiated to amend <br />the R.A.P. Ordinance with regard to cut off dates for R.A.P. approval when zoning <br />is changed.
