Councilmember Wood stated he would not want to see any developer apply for <br />development and say they would not put signals in. <br /> <br /> Councilmember Brandes stated that Proposition 13 does not allow park bonds <br />to be placed on ballots. He stated current revenue is not available for acqui- <br />sition of the property. <br /> <br /> Councilmember Butler spoke to the Environmental Impact Report and the fact <br />that it shows this property as prime agricultural land. He stated he did not <br />believe this property to be that and questioned the EIR in this regard. He also <br />took issue with the speculative comment that an earthquake fault runs through the <br />property. <br /> <br /> Mr, Harris referred to Page 40 of the Environmental Impact Report and asked <br />Council whether or not they felt mitigation would be possible. Councilmember <br />Butler stated that most of the impacts listed on Page 40 were not significant <br />and that he believed mitigation was entirely possible and listed those measures. <br /> <br /> After ~scussion, it was moved by Councilmember Butler, and seconded by Council- <br />member Wood, that Resolution No. 78-289, determining on the basis of a review of <br />initial environmental study done for this project, find that the Environmental <br />Impact Report be accepted for a General Plan Amendment to change the land use <br />designation of all but the eastern 5 acres of the approximately 66 acre parcel <br />of land located between the Recreation and Sports Park and the Arroyo Mocho <br />immediately east of Hopyard Road from "Open Space-Parks and Recreation" to <br />'~Medium Density Residential", be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Kephart, <br />that Resolution No. 78-290, approving the application of Thomas Mc~.~nus for a <br />General Plan Amendment to change the land use designation of all b~t the eastern <br />five acres of the approximately 66 acre parcel of land located between the Recrea- <br />tion and Sports Park and the Arroyo Mocho immediately east of Hopyard Road from <br />"Open Space-Parks and Recreation" to "Medium Density Residential", be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Kephart, and Wood <br />NOES: Mayor Mercer <br />ABSENT: None <br /> <br /> It was moved by Councilm~mber Brandes, and seconded by Councilmember Wood, <br />that Resolution No. 78-291, determining that the eastern five acres of the <br />approximately 66 acre parcel of land of Thomas McManus, be amended the next <br />time a General Plan ~endment is heard so that these five acres will be the <br />same plan as the 61 acres, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Kephart, Wood, and ~.Iayor Mercer <br />~OES: None <br />ABSENT: I,Ione <br /> <br />MATTERS CONTINUED FOR DECISION <br /> There were no matters continued for decision presented at this meeting. <br /> <br /> 5. 11/21/78 <br /> <br /> <br />
