~[r. Levine stated this is an emergency ordinance which will become effective <br /> immediately upon its adoption. Mr. Brown reviewed the reasons for the emergency. <br /> <br /> After considerable discussion, Council made all findings required, and it was <br /> moved by Councilmember Brandes, and seconded by Councilmember Wood, that Ordinance <br /> No. 872, to be read by title only and waiving further reading thereof, amending <br /> Chapter 13, Title II of the Pleasanton Ordinance Code to provide for amending <br /> Residential Allocation Program applications under limited circumstances, be intro- <br /> duced and adopted as an urgency ordinance. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> Mr. Vince Frevola, developer, stated he did not believe it was fair to allow <br /> applicants the possibility of adding more dollars to bring their points up, <br /> especially since they are all now aware of the point assessment made by recom- <br /> mendation of the staff. It was pointed out that the resolution proposed would <br /> prohibit that and that the City Council was the final determining body of the <br /> point system. <br /> <br /> Mayor Mercer then inquired as to how much time the applicant or the property <br /> owner would have to reapply. Mr. tIarris stated this would have to be done by <br /> November 28, 1978, 12:00 noon, to allow time for consideration. <br /> <br /> After discussion, ff.t was moved by Councilmember Brandes, and seconded by <br /> Councilmember Butler, that Resolution No. 78-293, allowing amendment of the <br /> Residential Allocation Program applications, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, Kephart, and Wood <br /> NOES: Mayor Mercer <br /> ABSEnt: None <br /> <br /> ADJOURnmENT <br /> There being no further business at 10:50 P.M., it was moved by Councilmember <br /> Wood, and seconded by Councilmember Kephart, that the meeting be adjourned to <br /> meet again in Adjourned Regular Session on November 28, 1978, 7:30 P.M., Pleasan- <br /> ton Council Chambers. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> Respectfully submitted, <br /> <br />__ ~YT0y~.
