Councilme~ber Brandes abstained from participation on this item due to Con- flict of Interest. ~Ir. Phil Woltz, 573 Malbec, stated that he and Brian Nixon were interested in opening a family fun center to have 25 electronic game machines, and re- quested that Ordinance No. 367 be modified to delete the under 18 year old age restriction. After discussion, it was moved by Councilmember Wood, and seconded by Council- member Kephart, directing staff to study the matter of conditional use permits for pinball and electronic game machine establishments and prepare a report for review by the Council, and to not act on the repeal of Ordinance No. 367 until the use permit report is considered. After discussion, it was moved by Councilmember Brandes, and seconded by Councilmember Kephart, that Resolution No. 78-284, authorizing Tri-Valley Pump- ing Service to be allowed to dispose of holding tank effluent at the City's Sunol Plant providing all effluent is from holding tanks in Pleasanton; the per gallon charge should be set at one cent with the provision that Tri-Valley Pumping Service may not charge more than the one cent per gallon; and that the City Manager be authorized to establish regulations regarding the disposal of holding tank effluent at t~e Sunol Plant, be adopted.
