313 <br /> <br /> ~yor Mercer requested staff to review and report on a City of Ha~¢ard Sub- <br />sidized Housing Report as to its similar use in Pleasanton. <br /> <br /> Mayor Mercer stated he would like Council concurrence to appeal the proposed <br />shopping center at Santa Rita Road and West Las Positas Boulevard because of various <br />concerns, mainly the lack of a buffer strip. Councilmember Brandes stated he had <br />discussed several conditions with the developer and had been assured that the shop- <br />ping center would be developed to the satisfaction of the City and surrounding <br />residents, therefore, he felt no action should be taken unless the development did <br />not meet all conditions and concerns. After discussion, it was moved by Mayor <br />Mercer, and seconded by Councilmember Wood, to appeal the proposed shopping center <br />at Santa Rita Road and West Las Positas to allow review of the conditions. <br />The roll call vote was as follows: <br />AYES: Councilman Wood and ~.~yor Mercer <br />~70ES: Councilmen Brandes and Kephart <br />ABSEnt: Councilman Butler <br /> <br /> Councilmember Brandes acknowledged and read a memorandum to the City Council <br />from the City Manager advising them of an anonymous donation to the City Park and <br />Recreation Program from a citizen's property tax decrease due to Proposition 13. <br /> <br />Appointment to the Housing Authorit~v Board <br /> Mayor Mercer stated that interviews had been conducted regarding appointment <br />of a Komandorski Village representative on the Pleasanton Housing Authority Board, <br />and that it was now in order to make the appointment if Council so desired. <br /> <br /> It was moved by Councilmember Wood that Marie Caughron be reappointed to serve <br />as the Komandorski Village representative on the Housing Authority Board. <br /> <br /> The motion died for lack of a second. <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Brandes, <br />that Resolution No. 78-281, appointing Florence Jane Correa to serve as the Koman- <br />dorski Village representative on the Pleasanton Housing Authority Board, said term <br />to expire May 1, 1980. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Kephart, Wood, and Mayor Mercer <br />NOES: None <br />ABSEnt: Councilman Butler <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br />Council. <br /> <br /> Mayor Mercer reported on a meeting of the City of Livermore Mayor and Police <br />Chief, City of Pleasanton Mayor and Police Chief, and the Municipal Judges, re- <br />garding the possibility of raising fines for speeding and reckless driving. He <br />stated this was almost impossible to do as it would require State legislation. <br />Mayor Mercer added that the traffic situation had improved with the increased <br />traffic enforcement.
