Adoption of Resolution No. 78-277, approving Claims for the month of October, 1978, in the amount of $563,147.03. e. Adoption of Resolution No. 78-278, accepting construction of public improve- ments in Tract 3897, Casa De Calafia, and authorizing that a Notice of Com- pletion be filed. f. Adoption of Resolution No. 78-279, approving progress pag~ent No. 1, to E.P. Construction, Inc., in the amount of $214,954.20, for the censtruction of Stoneridge Assessment District 1974-3, Phase 2. g. Adoption of Resolution No. 78-280, approving revision of construction dates for Underground Utility District No. 78-1 as follows: (1) Affected property owners must be ready to receive underground service not later than January 31, 1979; and (2) Removal of poles, overhead wires and other associated structures no later than March 31, 1979. The roll call vote was as follows: AYES: Councilmen Brandes, Kephart, Wood, and }~yor Mercer NOES: None ABSENT: Councilman Butler Councilmember Wood abstained from voting on approval of the City Council Minutes of October 30, 1978, due to his absence from that meeting. >~TTERS INITIATED BY COUNCILMEMBERS Councilmember Brandes requested staff to report on what action can be taken to control litter and rubbish being scattered on Busch Road as people are hauling trash to the Transfer Station. He also requested a report regarding regulatory action to control litter and garbage behind shopping centers. Mayor Mercer requested staff to investigate the possibility of extending Valley Avenue without building a bridge across the Arroyo. Mr. Campbell stated this matter would have to be discussed with Alameda County Flood Control. ~,~yor Mercer requested staff to review the left turns off of Main Street at the signal lights. He stated he had received complaints that the signals did not allow enough time for left turns to be made off of Main Street. Mayor Mercer requested a letter of support be sent to the City of Livermore in their attempt to obtain full use of the diamond lane on 1-580. Council con- curred. 2. 11/14/78
