MATTERS INITIATED BY COUNCILMDIBERS <br /> Councilmember Brandes requested that a follow-up letter be sent to Senators <br />Cranston and Hayakawa and Congressman Stark regarding the concerns of the City <br />Council relative to the changes in type of prisoners being housed at the Federal <br />Prison at Santa Rita. Mayor Mercer advised that he and the City Manager had met <br />with the new Warden, Charles Turnbo, on October 23, 1978, and had toured the <br />facility. He stated he was satisfied with the security of the facility. Coun- <br />cilmember Brandes stated he felt the Prison officials were not fulfilling their <br />commitment in keeping the City apprised of policy changes at the Prison. Coun- <br />cilmember Kephart also expressed concern at the high risk prisoners being housed <br />in this facility, stating he felt a pattern was being established and that it <br />was setting a bad precedent. After discussion, Council instructed staff to <br />prepare letters to the appropriate legislators expressing the concerns of the <br />City Council regarding the Federal Facility at Santa Rita, and requesting a <br />meeting with the Congressman, Senators, and Warden, to discuss the matter in <br />detail. <br /> <br /> Councilmember Wood expressed appreciation to the City Council staff and <br />community for the concern sho~m to him during his recent illness. <br /> <br /> Councilmember Wood requested Council to again consider adopting the Canine <br />Feces Ordinance. The City Attorney read the Ordinance. After discussion, it <br />was moved by Councilmember Wood, and seconded by Mayor Mercer, that an ordinance <br />to prohibit dogs defecating on public property but exempting· dogs belonging to <br />handicapped persons, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilman Wood and Mayor Mercer <br />NOES: Councilmen Brandes, Butler, and Kephart <br />ABSENT: None <br /> <br /> Councilmember Wood inquired as to any improvements being planned for the <br />Library parking lot expansion in response to cards received by City Council from <br />residents complaining about this matter, Mr. Brown advised that this project is <br />scheduled to be completed in the Spring, 1979. <br /> <br /> Mayor Mercer requested the City Manager to schedule a meeting with the various <br />taxing agencies in the area to discuss any duplication of tax services, in an <br />attempt to eliminate such duplication. <br /> <br /> Mayor Mercer inquired as to how the City could control apartment houses from <br />going condominium. Mr. Harris advised this could be controlled through the <br />Subdivision Act. The City Attorney stated the Subdivision Act was being revised <br />and suggested this matter be discussed at the time the revisions are reviewed. <br />Council concurred. <br /> <br /> l~yor Mercer inquired as to the disposition of wood when City trees were cut <br />doom. Staff advised that when City crews cut down trees the wood was cut up for <br />residents to pick up, and when private firms cut down trees it was their respon- <br />sibility to dispose of the wood. Council concurred that private firms should cut <br />the wood and leave it for residents to pick up. <br /> <br /> Mayor Mercer stated he felt the requests for hanging of a Banner on the Main <br />Street Sign should be handled at staff level and eliminate this matter from the <br />agenda.
