271 <br /> <br /> Ms. Susan Scott, representing the League of Women Voters, stated this group <br />..... would like to meet with the City Council to discuss the General Plan and what can <br /> be done to upgrade and update it. She stated the League of Women Voters had com- <br /> pleted a two year study on the General Plan and would like to review their find- <br /> ings with Council.- <br /> <br /> Councilmember Brandes stated he was opposed to such a meeting and did not <br /> feel the League of Women Voters warranted a special meeting on this issue at the <br /> present time. <br /> <br /> Mayor Mercer stated he felt it behooved the Council to listen to the findings <br /> of tlhe League of Women Voters and he was willing to meet with them. Council- <br /> members Butler and Kephart agreed. <br /> <br /> ~Zter discussion, Council agreed to meet with the League of Women Voters to <br /> discuss the General Plan on Wednesday, November 29, 1978, 7:30 P.M., and that <br /> the ?!arming Commission also be requested to attend this meeting. <br /> <br /> PUBLIC HEARINGS <br /> The dity Attorney advised that the following two General. Plan amendments <br /> should be approved in one resolution, if it was the Council's decision to approve <br /> these applications. <br /> <br /> Application of joe Elia for an amendment to the General Plan to change the land <br /> use designation of a 2 acre site located immediately westerly of 4444 Black Avenue <br /> (the Hethodist Church) from "Public and Institutional" to "Commercial and Offices". <br /> ~ ~.e~ative declaration of environmental impact will also be considered <br /> Mr. ttarris presented his report dated October 4, 1978, regarding this matter. <br /> <br /> }{ayor Mercer declared the public hearing open on the Negative Declaration and <br /> the application. <br /> <br /> jack Bras, representing the applicant, stated his client concurred with the <br /> staff. ~eport and recommendations. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further public testimony, Mayor Mercer declared the public <br /> hearing closed on the Negative Declaration and application. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Butler, <br /> that Resolution No. 78-264, determining on the basis of a review of initial <br /> environmental study done for this project, that no significant environmental <br /> impact would occur as outlined in the City's guidelines and that a Negative <br /> Declaration is appropriate for an amendment to the General Plan to change the <br /> land use designation of a 2 acre site located immediately westerly of 4444 Black <br /> Avenue (the Methodist Church) from "Public and Institutional" to "Commercial and <br /> Offices", be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, Kephart, and Mayor Mercer <br /> NOES: None <br /> ABSENT: Councilman Wood <br /> <br /> 4. 10/10/78 <br /> <br /> <br />
