271 Ms. Susan Scott, representing the League of Women Voters, stated this group ..... would like to meet with the City Council to discuss the General Plan and what can be done to upgrade and update it. She stated the League of Women Voters had com- pleted a two year study on the General Plan and would like to review their find- ings with Council.- Councilmember Brandes stated he was opposed to such a meeting and did not feel the League of Women Voters warranted a special meeting on this issue at the present time. Mayor Mercer stated he felt it behooved the Council to listen to the findings of tlhe League of Women Voters and he was willing to meet with them. No one in the audience spoke in opposition to this item. There being no further public testimony, Mayor Mercer declared the public hearing closed on the Negative Declaration and application. It was moved by Councilmember Brandes, and seconded by Councilmember Butler, that Resolution No. 78-264, determining on the basis of a review of initial environmental study done for this project, that no significant environmental impact would occur as outlined in the City's guidelines and that a Negative Declaration is appropriate for an amendment to the General Plan to change the land use designation of a 2 acre site located immediately westerly of 4444 Black Avenue (the Methodist Church) from "Public and Institutional" to "Commercial and Offices", be adopted.
