PUBLIC HEARINGS <br />Application of H. C. Elliott~ .Inc., for PUD development .pla~ approval with regard <br />to a fourteen acre site between Tawny and Palomino Drives immediately east of Pico <br />Avenue - six and nine-tenths acres is p.~.oposed for residential townhouse develop- <br />ment and seven and one-tenth acres is proposed as aneig.hborhood shoppin~ center. <br />A negative declaration of environmental impact will also be considered <br />(Continued Open from 8-29-78) <br /> Mr~ Harris presented his report dated August 22, 1978, regarding this matter. <br />He stated that H. C. Elliott, Inc., was proposing a minor modification to the <br />development plan changing the shape of the commercial buildings slightly but not <br />changing the square footage. <br /> <br /> Councilmember Brandes stated that since the City Council meeting of August 29, <br />1978, he had met with representatives of tI. C. Elliott, Inc., and his concerns had <br />been alleviated regarding various problems associated with Elliott's previous <br />development. tie stated he felt H. C. Elliott was acting in good faith to solve <br />the ~roblems as expeditiously as possible, and that he was satisfied this would <br />be dane. <br /> <br /> Councilmember Butler stated he had also met with H. C. Elliott, Inc., repre- <br />sentatives and was satisfied that the developer was pursuing with the best efforts <br />possible to solve problems created in their development. <br /> <br /> Y~yor Mercer declared the continued public hearing open on the negative <br /> declaration and the application. <br /> <br /> Harry Elliott, Jr., representing H. C. Elliott, Inc., addressed the previous <br />concerns of the City Council on Elliott's present development and the steps being <br />taken to correct these problems, which he felt would soon be entirely cleared up. <br /> <br /> Councilmember Brandes inquired as to the type of fence proposed between the <br />shopping center and the townhouses. Mr. Frank Bellows, architect for the resi- <br />dential portion of the development, stated this would be a 6 ft. high masonry <br />~all. He presented an architectural drawing showing location of commercial <br />buildings, townhouses, masonry wall and landscaping~ <br /> <br /> Councilmember Brandes asked if the condition regarding limitation on delivery <br />hours could be changed later if there was a problem with the times as specified. <br />He was advised this could be done after proper notification and public hearing. <br /> <br /> Mrs. Barbara Deshler, 551 Malbec Court, representing Committee Against TexCoat, <br /> stated 'this group was not opposed to the proposed project but felt that TexCoat <br /> ohou ~ not be used on any future construction. <br /> <br /> Mr. Lewis Mangum, 872 Sylvaner Drive, expressed concern at the lack of City <br />enforcement of the building inspection codes, for deficiencies in streets and <br />sidewalks, and for increased traffic on Vineyard Avenue that will be generated <br />by this project. tie reviewed the problem regarding termites in his front porch. <br />Mr. Mangum stated he was not opposed to the proposed development but felt traffic <br />circulation should be carefully considered. <br /> <br /> Council and staff discussion ensued regarding traffic on Vineyard Avenue, <br />improvements to that street, and improvement of the intersection at Vineyard <br />Aaenue and Pico. <br /> <br /> 3. 10/3/78 <br /> <br /> <br />
