Mayor Mercer stated that actions by previous City Councils and staff had <br /> caused some problems but he felt the present Housing Authority Board and Council <br /> should have the opportunity to show better performance for the benefit of the <br /> tenants. He stated he felt the Housing Authority should be allowed to correct <br /> the problems of concern and if this wasn't done, then the City Council could <br /> take further action. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, <br /> that the operational structure of the Pleasanton Housing Authority Board and <br /> staff remain as is presently set up. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Butler, Wood, and Mayor Mercer <br /> NOES: Councilmen Brandes and Kephart <br /> ABSENT: None <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, <br /> that Resolution No. 78-237, formally communicating to the Pleasanton Housing <br /> Authority Board the City Council's concerns about past operations and instructing <br /> the City Manager to recommend future procedures and some regular interaction be- <br /> tween the City Council and Housing Authority that would insure that the Council's <br /> concerns are recognized and acted upon, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> Councilmember Wood expressed appreciation for being allowed to be the liaison <br />-- member to the Housing Authority Board, stating it had been rewarding and enlight- <br /> ening. <br /> <br /> ~TTERS CONTINUED FOR DECISION <br /> Adoption of Ordinance No. 860~ amending Subsection 3 (Office~ Commercial and <br /> Industrial Uses not in C-N or C-R Districts)~ of Section 2-9.16 (Schedule of <br /> Off-Street Parking Space Requirements)~ of Article 16 (Off-Street Parking)~ <br /> Chapter 2 (Z9~ing), Title II (Zoning and Development) of the Ordinance Code <br /> .of the City of Pleasanton relatin5 to..~iquor Stores Parkin~ Spaces <br /> (Introduced 8-8-78~ b.y a vote 4-Ayes~ ~. Abstention) <br /> (Continued from 8-29-78) <br /> Councilmember Brandes stated he would abstain from participation on this <br /> item due to conflict of interest. <br /> <br /> Mayor Mercer stated this ordinance was introduced on August 8, 1978, by a <br /> vote of 4-Ayes, 1-Abstention, that it had been continued from the meeting of <br /> August 29, 1978, because of the absence of two Councilmembers, and that it was <br /> now in order to adopt the ordinance. <br /> <br /> It was moved by Councilmember Butler, and seconded by Mayor Mercer, that <br /> Ordinance No. 860 be read by title only and waive further reading thereof. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> 6. 9/12/78 <br /> <br /> <br />
