After discussion, Council requested a report from staff regarding the <br />feasibility of permanently disabled residents receiving discounts on water <br />and sewer rates, as well as being eligible for Gold Cards, for review at the <br />City Council meeting of October 10, 1978. <br /> <br /> Mayor Mercer recessed the meeting at 9:05 P.M. <br /> <br /> Mayor Mercer reconvened the meeting at 9:10 P.M. <br /> <br />SPECIAL REPORTS <br />Housing Authority Study <br /> Mr. Brown presented his report dated September 5, 1978, regarding this matter. <br />He stated that Alameda County Housing Authority Commission would be considering <br />the feasibility to taking over Komandorski Village at their meeting of September <br />13, however, it was staff's opinion that they would not be receptive to this <br />matter unless refusal would jeopardize the replacement project at Komandorski. <br /> <br /> Mr Brown presented a letter from Inter-Act, 1520 Catalina Court, Livermore, <br />dated September 1, 1978, supporting the concept and need for providing housing <br />for all income levels in Pleasanton. Mr. Brown also presented 101 signed post- <br />cards addressed to the Council from Pleasanton residents stating that the <br />Pleasanton Housing Authority should be an independent agency and not politi- <br />cally controlled by the City Council and that there should be varied types of <br />housing for all income levels in the City. <br /> <br /> Mr. Levine commented on the legal ramifications of the City Council taking <br />control of the Housing Authority. <br /> <br /> Mrs. Helen Robinson, 1312 Vintner Way. representing the League of Women <br />Voters, read a letter from this organization dated September 6, 1978, urging <br />that the Pleasanton Housing Authority be continued as it is presently operated, <br />and the reasons for their decision. <br /> <br /> Mrs. Elizabeth Hall, 3950 Vineyard Avenue, stated she had been associated <br />with public housing in Pleasanton since its inception 35 years ago, and she <br />strongly advocated that the Pleasanton Housing Authority remain a self-support- <br />ing, autonomous body and not come under the authority of the City Council. She <br />urged closer communication between Council and the Housing Authority. <br /> <br /> Councilmember Brandes stated he felt the Pleasanton Housing Authority should <br />not be an autonomous body, but that they should be accountable to the City <br />Council for a more effective and efficient operation. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Kephart, <br />that the Pleasanton City Council declare themselves to be the Housing Authority <br />Board. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes and Kephart <br />NOES: Councilmen Butler, Wood, and Mayor Mercer <br />ABSENT: None <br /> <br /> Councilmember Butler stated he had serious concerns about the problems <br />associated with the Housing Authority, staff and tenants, but felt the Housing <br />Authority Board should be allowed time to address these problems, and that the <br />City Council should cooperate in the solutions by closer communication and <br />support. <br /> <br /> 5. 9/12/78 <br /> <br /> T <br /> <br /> <br />
