After further discussion, Mayor Mercer withdrew his motion, and Councilmember <br /> Wood withdrew his second. <br /> <br /> It was moved by Mayor Mercer, and seconded by Councilmember Wood, that Re- <br /> solution No. 78-234, changing City Council policy regarding Councilmembers appeal- <br /> ing a decision of the Planning Commission to require that three votes of Council <br /> be in concurrence before appeal fees will be waived; stating that if a Council- <br /> member does not receive three votes in concurrence with the appeal, the Council- <br /> member may appeal as a citizen but he is required to pay the appeal fee, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Butler, Kephart, Wood, and Mayor Mercer <br /> NOES: Councilman Brandes <br /> ABSENT: None <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br /> Council. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> Delegation r~garding Crossing Guards <br /> The following persons spoke in regard to re-instating the crossing guards at <br /> Black and Harvest; Adams and Vineyard; Adams and Kottinger; and Main and Abbie <br /> Streets school crossings: <br /> <br /> Sandra Smith, 5082 Crestwood, representing Parents at Walnut Grove <br /> Anne Meeka, 4224 Tamur Court, representing Valley View School PTA Board <br /> Carol Withers, 4180 Jensen Street, representing Pleasanton School PTA <br />.... Mrs. Truedale, 510 Pine Hill Lane, representing Valley View School <br /> Marie Caughron, Komandorski Village <br /> 5 - Unidentified concerned citizens <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded byMayor <br /> Mercer, that Resolution No. 78-235, re-instating four crossing guards at the <br /> following school crossing locations: (1) Black Avenue at t~rvest Road; (2) Adams <br /> Way at Vineyard Avenue; (3) Adams Way at Kottinger Drive; (4) I,~in Street at <br /> Abble; and amending the Budget by approximately $11,000.00 accordingly, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> Council instructed staff to fill these positions as soon as possible and to <br /> train the employees for immediate service. <br /> <br /> PUBLIC HEARINGS <br /> Appeal of Wendell Collins to a determination that an Environmental Impact Report <br /> is required for a hillside residential subdivision proposed for the approximately <br /> 50 acre parcel of land located north and west of the end of LonSview Drive <br /> (Continued Open from 6-13-7~,. ~-1~7~, and 7-25-78) <br /> Mr. Harris presented his report dated July 18, 1978, regarding this matter. <br /> <br /> I~yor Mercer declared the continued public hearing open. <br /> <br /> Gilbert Maines, Attorney representing the appellant, stated there had been an <br /> amenable conclusion to this matter between staff and Wendell Collins of L & H Land <br /> Company, and he requested the appeal be withdrawn from the agenda. <br /> <br /> · 3. 9/12/78 <br /> <br /> <br />
