Adoption of Resolution No. 78-233, approving the application for land and <br /> water conservation funds (Sports Park, Phase III Project). <br /> <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor l.~ercer <br />NOES: None <br />ABSENT: None <br /> <br />~TTERS INITIATED BY COUNCIL MEMBERS <br /> Councilmember Wood inquired about requiring smoke detectors in new homes at <br />the time of construction and in older homes when there is a transfer of owner- <br />ship. He was advised this will be in the new Fire Codes which are to be adopted <br />in October. <br /> <br /> Councilmember Wood requested that a letter be sent to the appropriate legis- <br />lators in support of BART rail extension into the Valley and that it be given <br />priority over BART extension in San Francisco. Mayor Mercer asked that the <br />letter also include reference to priority over BART extension to San Mateo <br />County and urge modification to any legislation to extend service to San ~teo <br />County with a provision that such an extension require the simultaneous ex- <br />tension to the Livermore-Amador Valley and financed by San Mateo County. Council <br />concurred. <br /> <br /> Councilmember Wood requested that Council consider allowing the same discount <br />allowed to senior citizens for water and sewer service charges to permanently <br />disabled citizens on fixed incomes. <br /> <br /> Councilmember Wood presented a City Council telephone reimbursement form for <br />use in recording and submitting Council related phone bills. <br /> <br /> Mayor Mercer requested Mr. Campbell to present a status report on street <br />lights. Mr. Campbell advised that a change order had been given to PG&E this <br />date authorizing them to turn on 136 lights; one each in two-light cul-de-sacs <br />and in unusually long cul-de-sacs, to be accomplished as soon as possible. John <br />Stanley, representing PG&E, advised this would be done around October 6. <br /> <br /> l~yor Mercer requested a report from the City Attorney regarding the possib- <br /> ility of increasing fines for speeding within the City Limits of Pleasanton. <br /> <br /> I{ayor Mercer requested a letter be sent to the appropriate legislators re- <br />garding inequity of property taxes related to changes in property ownership when <br />no money is involved. Council concurred. <br /> <br /> Mayor Mercer stated he felt there should be a change in City Council policy <br />regarding a Councilmember appealing a Planning Commission item. He suggested <br />that any item requested to be appealed by a Councilmember require three votes <br />concurrence of the Council and that the Councilmember appealing an item be re- <br />quired to pay the appeal fee, as is required of any citizen appealing an item. <br />Councilmember Brandes expressed opposition to the suggested policy change, stat- <br />ing he felt it was the responsibility of elected officials to oversee the deci- <br />sions of Boards and Commissions and to appeal items as necessary, and added he <br />supported making no change in the established policy. <br /> <br /> After considerable discussion, it was moved by Mayor Mercer, and seconded <br />by Councilmember Wood, to change City Council policy relating to a Councilmember <br />appealing any item of a Commission to require three votes of Council in con- <br />currence and that the Councilmember appealing be required to pay the appeal fee. <br /> <br /> 2. 9/12/78 <br /> <br /> <br />
