It was moved by Councilmember Butler, and seconded by Councilmember Wood, that Resolution No. 78-240, waiving the fees to the Chamber of Commerce and the Foothill High School Band Boosters Club for City expenses incurred related to their parades on September 17 and October 28, 1978, respectively, and to amend the Budget by approximately $1,040.00 ($215.00 for Chamber of Commerce; $825.00 for Foothill High School Band Boosters Club), to cover these costs, be adopted. Reauest of Gilbert Maines to have PUD-78-1~ Upper Longview exempted from the Residential Allocation Program Mr. Harris presented his report dated September 6, 1978, regarding this matter. Mr. Brown presented a letter from Federal Deposit Insurance Corporation dated September 6, 1978, addressed to the Council, requesting that this exemption be allowed. Gilbert ~ines, Attorney representing L & H Land Company, developers of this property, requested that PUD-78-1, Upper Longview, be exempt from the Residential Allocation Program in order that the development plan may be processed as a tentative subdivision map. Mr. Maines explained the reasons for the request and presented background information on the property. After considerable discussion, it was moved by Councilmember Brandes, and seconded by Councilmember Butler, that the City Attorney be instructed to draft an ordinance exempting PUD-78-1, Upper Longview, from the Residential Allocation Program so that the tentative map process may be allowed to precede the Resi- dential Allocation Program; that this be the only exemption allowed on this property; and that the proper wording be agreed upon to protect the City.
