It was moved by Councilmember Brandes, and seconded by Councilmember Butler, <br />that Resolution No. 78-220, determining on the basis of a review of initial en- <br />vironmental study done for this project, that no significant environmental im- <br />pact would occur as outlined in the City's guidelines and that a Negative De- <br />claration is appropriate to rezone the two and one-third acre site located be- <br />tween 2776 and 2818 Foothill Road from the HPD District to the R-l-40 District, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmen Kephart and Wood <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Butler, <br />that Ordinance No. 862, to be read by title only and waiving further reading <br />thereof, to rezone the two and one-third acre site located between 2776 and 2818 <br />Foothill Road from the HPD to the R-l-40 District, and amending the Zoning Map <br />of the City of Pleasanton accordingly, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, and Mayor Mercer <br />NOES: None <br />ABSEnt: Councilmen Kephart and Wood <br /> <br />Resolution of Nece.Ssity for Properties to be taken for the Interceptor Sewer <br />Project <br /> Mr. Levine presented his report dated August 23, 1978, regarding proposed <br />City acquisition of property of the City and County of San Francisco, Bishop of <br />Oakland, Western Pacific Railroad Company, and Alfred Fromm. <br /> <br /> Mr. Campbell reviewed the Interceptor Sewer Project, presented a map showing <br />the proposed routes from the existing Sunol Plant to the DSRSD Plant, and ex- <br />plained the reasons for selecting that route. He pointed out the route selected <br />uses public right-of-way of the City, County, and Zone 7 primarily. The pumping <br />stations are sited for engineering reasons. <br /> <br /> l~yor Mercer declared the public hearing open. <br /> <br /> irving Loube, 1805 Harrison, Oakland, representing Alfred Fromm, one of the <br />affected property owners, presented background information on this parcel and <br />stated his client had already been burdened by installation of another sewer <br />line. He felt this situation should be re-evaluated before Mr. Fromm is bur- <br />dened by another sewer line. Mr. Loube requested a meeting with staff or <br />additional information regarding this matter before the City Council meeting <br />on September 5, 1978.
