Councilmember Brandes stated he felt <br /> it was premature and unnecessary to schedule a meeting at this time and that it <br /> should be determined at the September 12th' City Council meeting if such a meeting <br /> was necessary. Councilmember Butler stated he had no objections to a meeting <br /> with the Housing Authority Board and Tenants Association. <br /> <br /> Mayor Mercer reported on a meeting of the DSRSD-City Sewer Committee at which <br /> time Pleasanton had requested additional expansion to the DSRSD Plant for indus- <br /> trial capacity. Mayor Mercer stated that DSRSD was agreeable to this considera- <br /> tion but would like a study completed regarding the matter. Mr. Brown advised <br /> that he had talked to the State Water Quality Control Board regarding this matter, <br /> and they stated they did not see any reason that this proposed expansion would <br /> jeopardize existing grants for expansion, however they would like this request <br /> in a formal request for response. After discussion, it was moved by Council- <br /> member Brandes, and seconded by Councilmember Butler, that Resolution No. 78-218, <br /> authorizing an expenditure of approximately $6,500.00 for a study regarding <br /> possible further expansion of capacity to the Dublin San Ramon Services District <br /> Plant for industry, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, and Mayor Mercer <br /> NOES: None <br /> ABSENT: Councilmen Kephart and Wood <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> R. A. Bota, 2115 Raven Road, representing Amador Aquatics, addressed the <br /> Council regarding co-sponsorship of the Amador Aquatics. He requested the City <br /> to maintain the current formula of 75% residency requirements for co-sponsorship. <br /> Mr. Brown presented an information report of the Director of Recreation and Human <br /> Resources, dated August 28, 1978, regarding the Park and Recreation Commission's <br /> endorsement, at their meeting of August 23, 1978, of staff's guidelines and pro- <br /> cedures for the co-sponsor usage of the Aquatic facility at $10.00 per hour per <br /> AAU club or AAU swim group with any AAU club or AAU swim group with Pleasanton <br /> members allowed a percent reduction proportional to their Pleasanton membership. <br /> By this formula an all-Pleasanton club or swim group would pay no fee. The report <br /> also stated that representatives of the Golden State Aquatics and Amador Aquatics <br /> AAU Club met with staff to discuss staff's recommendations prior to the Park and <br /> Recreation Commission meeting, and at this meeting, and at the Park and Recreation <br /> Commission meeting, both AAU Club representatives stated that they agreed with <br /> staff's recommendations. Mr. Bota stated he would like another opportunity to <br /> discuss this matter further as he was not agreeable to the residency requirement <br /> formula. After considerable discussion, it was moved by Councilmember Butler, and <br /> seconded by Councilmember Brandes, to refer this matter back to the Park and Re- <br /> creation Commission for further review of the status of co-sponsorship and usage <br /> of the Aquatic facility, with particular emphasis on the percentage of participa- <br /> tion levels. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, and Mayor Mercer <br /> NOES: None <br /> ABSENT: Councilmen Kephart and Wood <br /> <br /> Charles Burdine, representing the Tenants Association of Komandorski Village, <br /> asked if a meeting had been scheduled between City Council, the Housing Authority <br /> Board, and the Tenants Association. Mayor Mercer advised that it would be deter- <br /> mined at the September 12th City Council meeting if such a meeting will be sche- <br /> duled. <br /> <br /> Mrs. Marie Caughron, Komandorski tenant, stated she was instrumental in form- <br /> ing the Komandorski Village Tenants Association and in the picketing during the <br /> week at Councilmember Brandes' place of business and at City Hall.
