Mayor Mercer requested that letters of commendation be sent to Dan Diaz and Dolores Bengston, in the Recreation Department, and to ~ureen Stockinger in the Duplicating Department, for their outstanding efforts in the processing of the Park and Recreation Brochure. Council concurred. Mayor Mercer stated that Councilmembers and staff had received numerous phone calls regarding the turning off of street lights and the hazardous con- ditions caused by this situation. After discussion, it was moved by Mayor Mercer, and seconded by Councilmember Brandes, that Resolution No. 78-217, instructing staff to have PG&E turn on one light in Courts that originally had two lights and at other places that have unique situations, and amending the Budget by approximately $7,000.00 to cover this expenditure, be adopted. The roll call vote was as follows: AYES: Councilmen Brandes, Butler, and ~.~ayor Mercer NOES:., None ABSF~NT: Councilmen Kephart and Wood ~yor Mercer asked if the City could be the billing agent for street lights that were requested to be turned back on. Mr. Brown advised that this was administratively almost impossible. ~yor Mercer requested the City Manager to present information regarding crossing guards. Mr. Brown advised that in the recently adopted budget that four out of seven crossing guards had been eliminated due to budget cuts. stated there would be crossing guards at Santa Rita Road and West Las Positas; First and Abbie Streets; and Valley Avenue for Harvest Park School. He further stated that crossing guards would be eliminated at Main and Abbie Streets; Vineyard Avenue and Ad~ ~,~n.y; F~-~r ~^~.~.~,~= ~i^~.~ ~'~ .... ~ D~^,- ^ Administrators and offered their services to train and equip volunteers for this service but the response had not been favorable. Mr. Brown also stated that before school starts the City will study the school crossings where guards have been e!liminated and install additional signing and street markings to aid in identifying each school crossing. Mayor Mercer requested that a letter of commendation be sent to Jack Noonan, Attorney representing Police Officers Bill Yates and Fred Crabtree, thanking him for his services in the successful conclusion of a law suit against these employees. CITY COUNCIL COMMITTEE REPORTS Councilmember Butler reported on a LAVW~ meeting and a meeting of the Alameda County Library Committee in which it was reported that it is anticipated the hours to be open at the Pleasanton Library will be expanded. Mayor Mercer reported on the Park and Recreation Commission meeting and re- quested the City Manager to present a status report on grants. Mr. Brown advised that a Park Grant under SB-174 is on file with the State for improvements to 12 acres of the Youth Sports Park, and that a grant application under the Land and Conservation Program will be filed on September 15, 1978, with the State for additional improvements to the Youth Sports Park. Mayor Mercer stated that he had received a request for a meeting between City Council, Housing Authority Board, and the Housing Authority Tenants Association. tte stated he had requested a letter from the Chairperson of the Housing Authority 3. 8/29/78
