After discussion, Vice Mayor Brandes declared this item continued to the <br />meeting of August 8, 1978, for full Council attendance. <br /> <br /> Vice Mayor Brandes recessed the meeting at 9:15 P.M. <br /> <br /> Vice Mayor Brandes reconvened the meeting at 9:25 P.M. <br /> <br />Alternative Sewage Dispos.a~. Proposal: Willow West Prqperties <br /> Mr. Brown presented his report dated July 20, 1978, regarding this matter. <br /> <br /> Mr. Dick Karn, Bissell and Karn Civil Engineers, San Leandro, representing <br />Willow West, displayed and explained a map showing location of the land involved, <br />proposed basic circulation plan for roads, construction of Chabot Canal along <br />frontage, reconstruction of Hewlitt Canal, and possible location of a discrete <br />sewage treatment plant. He stated his clients concurred with the report of the <br />City Manager regarding alternatives. <br /> <br /> fir. Dennis O'Leary, Lowry and Associates, Consulting Sanitary Engineers, <br />3505 Camino Del Rio, San Diego, spoke regarding the use of discrete sewage <br />treatment plants, their design, operation, loading and type of waste. He stated <br />discrete sewage treatment plants could be operated efficiently and economically <br />provided they were properly designed and carefully operated. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> After discussion, it was moved by Vice Mayor Brandes, and seconded by <br />Councilmember Wood, that the Council Sewer Committee meet with the DSRSD Sewer <br />Committee to discuss the expansion of the DSRSD Plant to accommodate future <br />commercial and industrial expansion. <br />The roll call vote was as follows: <br />AYES: Councilmen Kephart, Wood, and Vice ~yor Brandes <br />NOES: None <br />ABSE~iT: Councilman Butler and Mayor Mercer <br /> <br /> It was moved by Vice Mayor Brandes, and seconded by Councilmember Wood, <br />that the Council tentatively support the use of an independent treatment plant <br />on the Willow West property. <br />The roll call vote was as follows: <br />AYES: Councilmen Kephart, Wood, and Vice Mayor Brandes <br />NOES: None <br />ABSE}iT: Councilman Butler and Mayor Mercer <br /> <br />R__eport on Proposed Fee Schedules for Use of School Facilities <br /> Mr. Caporusso presented his report dated July 20, 1978, regarding this matter. <br /> <br /> Vice Mayor Brandes expressed strong opposition to the School District's pro- <br />posed fee schedule and suggested that members of Council be present at the next <br />School Board meeting to voice this opposition. <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by Council- <br />member Kephart, that letters be transmitted to the School District Boards express- <br />ing the Council~s concern regarding the significant departure from the existing <br />relationship between the School District and the City with regard to reciprocal <br />use of facilities. <br /> <br /> 5. 7/25/78 <br /> <br /> <br />
