not true and that item 12b on the agenda would respond to this issue. <br /> <br /> Mr. Ken Devore, 3543 Yellowstone Court, addressed changes in the sewer rates. <br />Mr. Brown, Mayor Brandes, Mr. Walker, and Councilmember Butler explained the changes. <br /> <br /> After discussion, Mayor Brandes announced that item 12b - Amendments to 1978-79 <br />Budget and Capital Improvement Program, and item 12c - Changes to Sewer Rates, would <br />be considered at this time with the Adoption of the 1979-80 Operating Budget and <br />Capital Improvement Program. <br /> <br />Amendments to 1978-79 Budget and Capital Improvement Program' <br /> Mr. Brown presented the report of the Assistant to the City ~nager~lker, <br />dated June 19, 1979, regarding this matter. <br /> <br /> Mayor Brandes declared the public hearing open. <br /> <br /> Mr. John Flatley, 4126 Fairlands Drive, again spoke stating governments should <br />be dollar poor and should have to ask the public each time they need something. He <br />stated this is not a moral situation. tte stated it was wrong to pump up the budget <br />for possible future use and have a surplus. Mayor Brandes explained the General <br />Operating Budget and the fact that it is $1,000,000 less than last year. Mayor <br />Brandes spoke to insurance costs, lawsuits, West Las Positas Overcrossing, and <br />stated that dollars had to be set aside for those items and that money is being <br />properly allocated and used. He referred to undermanning of the Police and Fire <br />Departments and that the Council took action for that cause. Mayor Brandes also <br />stated that Tela Squirt is necessary to take care of the multi-structures being <br />developed at Stoneridge, and that lead-time for such purchases had to be allowed <br />for and money set aside. Mr. Flattey referred to an article in the newspaper con- <br />cerning inflated Budget and that figures were just paper entries. <br /> <br /> Mr. Ken Devore, 3543 Yellowstone Court, spoke again concerning changes to Sewer <br />Rates as it relates to Sewer Improvement and Phase-out. The City Manager and <br />Councilmember Butler explained this was a large expenditure committed sometime <br />ago and that the City is still committed. <br /> <br /> Mayor Brandes recessed the meeting at 9:50 P.M. <br /> <br /> ~yor Brandes reconvened the meeting at 9:55 P.M. <br /> <br />Ch~n~es to Sewer Rates <br /> Mr. Walker presented his report dated June 19, 1979, regarding this matter. Mr. <br />I~lker introduced Gregg Lawson of Brown and Caldwell Consulting Engineers, Walnut <br />Creek. Mr. Lawson explained Appendix B - City of Pleasanton Model Rate Ordinance <br />proposal, and Appendix C - Model Sewer Use Ordinance in support of the proposed <br />resolution amending Resolution No. 77-123. He explained how he arrived at the <br />figures and suggestions of his report. ~yor Brandes inquired whether the rate <br />increase adjustment would cover 1979-80, 1980-81, and a portion of 1981-82. Mr. <br />Lawson stated this is the correct period of time. Mr. Lawson answered Council- <br />member Wood's question concerning the consideration of single-family landscaping, <br />winter vs. summer. Mr. Lawson stated his study included single-family and multiple <br />units in Pleasanton. Councilmember Butler stated the entire difference in rate <br />structure is based on page 4.4 of the study and that there are twice as many people <br />in the single-family as multiple units. He questioned this assumption. Council- <br />member Butler questioned the equity of using a two to one ratio, single-family vs. <br />multiples to set rates and stated he was not sure that this is appropriate. Mr. <br />Lawson explained that data used was from the County 1975 Census data available and <br />that material by appropriate agencies such as the County, State, etc., must be used <br /> <br /> 5. 6/26/79 <br /> <br /> <br />
