Mr. Dick Fish, 6475 Crystal Springs Drive, San Jose, Chairman of Good Sam Club, <br />spoke stating he represents 200 member families in Pleasanton. He suggested the <br />RV people work with the Planning staff for a suitable solution to this issue. He <br />addressed an Ohio appellate court decision in Ohio knocking down their ordinance. <br />He added that in Turlock within three months there was 95% compliance with the code <br />by working with the staff and RV people. Mr. Fish presented the City Council and <br />Attorney with a copy of the Ohio decision. <br /> <br /> Mr. liarold M. Seiler, 4078 West Las Positas, spoke in opposition to this ordi- <br />nance as he uses his RV to carpool between Pleasanton and San Leandro. <br /> <br /> Mr. Larry Smith, 2243 Camino Brazos, spoke concerning this matter stating he <br />talked to a policeman who told him that they chalk and read the speedometer to <br />determine if a vehicle has been moved in compliance with the 72-hour law in the <br />ordinance. <br /> <br /> Mr. Bob Gray, 2350 Willet Way, stated he works in San Jose and that San Jose <br />has no problem enforcing the 72-hour parking limit. He also stated that San Bruno <br />has no problem with this issue. He stated he had a vehicle 19 feet long and it <br />hangs over hissidewalk and that he stores his vehicle. He suggested working with <br />the laws we have but he does not want vehicles on the streets and in driveways. <br /> <br /> Mrs. Carol DeVore, 3543 Yellowstone Court, spoke against the proposed ordinance. <br /> <br /> Councilmember Kephart stated his first interest would be voluntary compliance, <br />but that Pleasanton has a problem which is growing. <br /> <br /> Mr. Artie McCutcheon, 4106 Francisco Street, spoke stating.that there has <br />been a car parked near Alisal School by the waterworks for a year, and he felt <br />this was a definite hazard. <br /> <br /> Mr. Fish again spoke addressing the possibility of a 48-hour ordinance as in <br />San Jose. tle acknowledged that parking and blocking a sidewalk is a public nui- <br />sance which can be enforced.I <br /> <br /> Mr. William Kovac, 3124 Weymouth Court, stated he was completely in support of <br />the proposed ordinance. <br /> <br /> Mr. Levine referred to the Ohio case cited by Mr. Fish and stated that it is <br />not persuasive for California courts and did not deal with the type of ordinance <br />being considered by the City. <br /> <br /> Councilmember Wood stated the Council is not trying to put another ordinance <br />on the books and suggested a citizens committee with the help of the Good Sam Club <br />to review this matter and make recommendations for a solution to the problems. <br />Councilmember Kephart stated he felt this was a good idea. He added that he felt <br />this was a serious problem which must be resolved even if it takes placing it on <br />the ballot and let the people vote on it. Councilmembers Kephart and Wood stated <br />they would work with a citizens committee concerned with this matter. <br /> <br /> After further discussion, Council concurred to postpone action on On-Street <br />Recreation Vehicle Parking Limitations until such time as a citizens committee is <br />formed, the matter reviewed, and recommendations made to the City Council for <br />consideration. <br /> <br />.Speed Zoning Recommendations <br /> Mr. Campbell presented his report dated June 11, 1979, regarding this matter. <br /> <br /> 12. 6/26/79 <br /> <br /> <br />
